Archeological Site Discovered In I-69 Corridor

Final Round Of Public Meetings Set For May 10-12

BY SUSAN T. HERRING, Editor, The Guardian-Journal

The path of Interstate 69 will travel through Claiborne and Webster Parish will be decided later this year. There will be one more round of public meetings in May before the URS Study Team completes the Final Environmental Impact Study (FEIS). The FEIS will then be presented to the Federal Highway Department (FHWA), the Arkansas Department of Transportation (AHTD) and the Louisiana Department of Transportation (DOTD), who will then evaluate the two remaining alignments and the public comments and will then issue their Record of Decision sometime this fall. At that point, the I-69 alignment between El Dorado and Haughton will be set.

The URS Study Team has overcome a number of hurdles since they first opened the I-69 Program Office in March 2003. Now, it seems the are facing yet another obstacle. In January, 2005, Jeffrey S. Girard, Regional Archeologist, inspected a site for prehistoric artifacts located approximately five miles east of Cotton Valley. He discovered cultural material in five shovel tests. Also on the site is a standing chimney made of ironstone cobbles, reportedly part of a Boy Scout camp that was built about 1937 or 1938. Prehistoric pottery appears to be Caddoan but the sample was too small to determine period of occupation.

Girard submitted an official state site record form and the site known as the Wall-Waddell site was assigned number 16WE353. He said the site had significant research potential and he recommended additional work to determine National Register eligibility.

JEFF GIRARD, REGIONAL ARCHEOLOGIST

JEFF GIRARD, REGIONAL ARCHEOLOGIST, spent one day last January inspecting a site about five miles east of Cotton Valley, within the 300-foot wide I-69 Corridor proposed in Webster Parish. Property owners Linda and Neil Waddell and neighbor Syralja Merritt watch as Girard sifts for prehistoric artifacts. Girard said, "The site has significant research potential." He recommended additional work to determine National Register eligibility. The site has since been designated the Well-Waddell Site and given the official No. 16WE353.  Photo Courtesy of Lane Merritt.

IRONSTONE COBBLE CHIMNEY

THIS IRONSTONE COBBLE CHIMNEY is all that remains of a historic structure estimated to have been constructed about 1937 or 1938 and used as a cabin for the Boy Scouts. It is located on the archeological Wall-Waddell Site, State Survey No. 16WE353.

Big Winner—American Cancer Society

"Fun Raiser" At Homer Country Club Brings In $4,041

BY SUSAN T. HERRING, Editor, The Guardian-Journal

The Big Winner Friday, March 18 at the Homer Country Club "Fun Raiser" was the American Cancer Society! What began as a small idea turned into a huge success thanks to the organization of Patte Folts. Folts, who is the Luminaria Chairman for the 2005 Claiborne Parish Relay for Life, served as Game Day Coordinator for the "Fun Raiser" event which raised $4,041 for cancer research. "When American Cancer Research is successful, the quality of life in our society, our community, and our world is greatly improved," said Folts. "Homer's `generosity of spirit' is alive and well."

Thanks to the eighty women from the community who donated money, time and services to make the day so successful. Money was raised through a $25 entry fee to participate in the game day, through the purchase of luminaries to honor a cancer survivor or in memory of a person who died of cancer, and through donations. The total amount raised was donated to  "Rochelle's Rockers", one of about ten teams signed up to participate in the Relay for Life set for Friday, April 22 on the Homer High School football field.

Sandra Griggs and Nancy Mason are co-chairman for this year's Relay for Life event. Last year, the event raised $22,500. Their goal for this year is at least $25,000, but Griggs is afraid unless they get more support from the community, they may not even reach last year's total. They need more team participants and more sponsors.

Sponsorships range in price from $100 to $1,000 and can be either a business or individual. Relay Teams consist of at least seven individuals representing corporations, churches, clubs, organizations and families.  Team members agree to pay $10 to participate, then raise at least $100 and take turns walking the track during the event. To sign up a team, stop by Regions Bank and pick up a team packet which includes the registration forms for each team member.

Luminaria may be purchased for a minimum contribution of $10 to remember those individuals who have been affected by cancer. A Luminaria Ceremony will be held at 9 PM. Candles will be lit in honor or memory of cancer patients and placed around the perimeter of the field and their names will be read during the ceremony.

The Luminaria Order Form can be found in this week's paper. Mail your donation to Patricia Folts, 329 Coleman Loop, Homer, LA 71040. Checks should be made payable to the American Cancer Society. Be sure to include name of the person you want to honor or remember (indicate whether "in memory" or "in honor"), along with your name, address, and phone number.

Folts, who is Luminary Chairman for the 2005 Claiborne Parish Relay For Life, recently organized a fundraiser to help raise money for cancer research. All  funds raised in Claiborne Parish will stay in this area.

Daylight Savings Time Begins Sunday

BY SUSAN T. HERRING, Editor, The Guardian-Journal

Daylight Saving Time (DST) begins Sunday April 3, 2005 at 2:00 AM. Everyone is reminded to set their clock ahead one hour before retiring Saturday night. At 2:00 AM, clocks will move ahead one hour to 3:00 AM. Daylight Saving Time will continue through October 30, 2005, when clocks will be turned back one hour to regular time.

Standard time was first used by railroads in the United States and Canada in 1883. The Standard Time Act approved in March 1918 established standard time and daylight savings time in the U.S., but daylight saving time was repealed in 1919. In the early 1940s, daylight saving time was reestablished and used continuously from February 1942 to September 1945.

The Uniform Time Act of 1966 provided that daylight time begin on the last Sunday in April and end on the last Sunday in October, changing at 2 AM local time, however, local exemptions were allowed. After several changes in the 1970s, Congress approved the starting date of DST in 1987 as the first Sunday in April. The ending date remained the last Sunday in October.

DST provides more usable hours of daylight for activities in the afternoon and early evening,. It can also help conserve electricity and other forms of energy.
