Haynesville Sells Old Water Meters To Homer

            The Haynesville Town Council voted at their regular meeting on March 17 to accept the high bid of $1,509.40 from the Town of Homer to purchase their old water meters. At their February meeting, the Council voted to advertise to sell 891 used water meters, some with leak indicators, that the Town  no longer needed since new electronic meters were installed last year. The only other bid was from International Surplus of Houston, Texas.

            Rand Killgore asked the Council to approve a Special Event Permit for Claiborne Charity Inc. from ATF (Alcohol Tobacco and Firearms) to allow the non-profit organization to serve alcohol at the Claiborne Parish Fair Barn during their charity event to be held Saturday, May 1. He said there was no charge to a non-profit organization for this permit. Killgore said although it was a private event, there was an admission charge of $50 per person to attend. The Council approved the request as long as they get a release for any liability to the Town.

 

Watershed Commission Addresses Funding Needs, District Authority

            Assistant District Attorney Jim Hatch answered questions concerning the powers and authority of the Claiborne Parish Watershed District during their quarterly meeting on March 17. He explained that State Law gives the District control over construction within one mile of the Lake Claiborne shoreline and authorizes them to issue permits, collect franchise fees, or call for a one mill tax election.

            Commissioners have authority to regulate construction and use of all piers, docks, bridges, and other improvements built or erected within one mile of Lake Claiborne. Fincher said codes have always been there, but the Commission does not have enforcement capability, with no office, no staff and no funding.

            President Alice Stewart said volunteer commissioners are now handling routine tasks required by the District such as accounting, reporting, recording minutes, maintaining buoys, and public boat launches, which is an unreliable system. Stewart said, "In order to manage these issues better, we need an office; we need financing ...and we need to be more specific in our code."

            Hatch said the District needs to develop a plan and decide how they intend to raise funds, either through a tax, franchise fees, or permits. They need to establish an office and hire paid staff to do the required tasks.

            Stewart said the District had a permit system at one time, but it was dropped. In the 1960s, they paid $50 every year and had to renew them each year.  Hatch said the annual one mill tax on a $100,000 house with $75,000 homestead exemption would be $2.50.

            Fincher suggested they get with the Police Jury and share their intent. They need to check on the next election date and try to get on the ballot, but first they need to  solicit support from the community. He said, "Before we do anything on regulation, I think we need to first address our revenue issue." Once regulations are adopted, they will have to be enforced. If they are not enforced, they will have more resistance later on.

            Stewart suggested setting up a  committee meeting with police jurors in April to discuss goals for financing and other specific tasks, and have a plan ready to present to the Jury by June. A meeting was set for April 11 at 10 AM.

         Sara Ruth Stripling Browning of Haynesville will celebrate her 101st birthday on Monday, March 28, 2005. Mrs. Browning, or "Strip" as she is affectionately known, was born in Camilla, Georgia in 1904. She married her husband, James Troy "Casey" Browning, on June 30, 1927 and moved to Haynesville the following year.

Sara Ruth Stripling Browning MAYOR MICKEY MAYFIELD presented a proclamation to Sara Ruth Stripling Browning, better known as "Strip" Browning, declaring her birthday, March 28, as a day of celebration and recognition in honor of Mrs. Browning. A birthday party will be held Monday, March 28 at 2 PM in the Fellowship Hall of Haynesville United Methodist Church. No gifts, but cards would be appreciated.

Strip was the youngest child and the only girl. Her mom once told her when she was born, that  she told the doctor, "If that is another little boy, give it away." That was a statement that has stayed with her all her life.

            When asked why she thinks she has lived so long and remained in such good health, she said, "Because I am happy and I have a nice family that loves me." But life has not always been so easy. As all people do, they have had their share of problems along the way.

            Mrs. Browning said she had seen a lot of things in her lifetime_the first automobile, the first airplane, the first man on the moon, and now the computer age, but the most amazing thing to her  over the many changes of the twentieth century, is that young people today are still courteous and nice to her. She said, "They never say anything but something very good."

            Over the years, Strip learned that to be a good Christian and to go to church is the most important thing you can do. She has some good advice for the younger generation, "Mind your mother and daddy. Be good little boys and girls, and go to church."

Cajun Humorist To Appear At

Claiborne Electric Meeting

            Cajun humorist Kent Gonsoulin, from New Iberia, will be the featured speaker at the Claiborne Electric annual meeting, scheduled for Saturday March 26, at the Homer High School auditorium.

            The Men of Calvary will entertain with gospel music, beginning at 1:00 p.m. The meeting will be called to order at 2:00 p.m., and Gonsoulin will perform his comedy routine following the official business.

            All Claiborne Electric members attending will receive an attendance prize. Members will also be eligible for the door prize drawings at the end of the meeting. The general public is welcome to attend, but only members are eligible to receive prizes.

            Also during the meeting there will be a drawing for five $1,000 college scholarships. Money for the scholarships comes from a fund of unclaimed refunds and capital credits.

            Claiborne Electric General Manager Jerry Williams believes the people in attendance are going to enjoy the humor of Gonsoulin. "I heard him last summer at our Louisiana Electric Cooperatives annual meeting in Baton Rouge," said Williams, "and he is very funny."

            Gonsoulin was crowned "King of the Cajun Joke Tellers" when he won an international joke telling contest in Opelousas in 1993. That event spurred him to a successful career as a comedian on stage, radio and TV. He has been featured on the "E" television network, and has performed at the Mickey Gilley Theatre in Branson, Mo.

 

ACS "Relay For Life"

        The American Cancer Society "Relay For Life" will be held Friday, April 22 at the Homer High football stadium beginning at 6 PM. Students Celebrate End Of Leap Tests

FOURTH GRADE STUDENTS at Homer Elementary School enjoyed an afternoon of fun last Friday. They were treated to a Field Day to celebrate the completion of months of hard work preparing for the LEAP test which was given March 14-18 to students in grades 4, 8, 10, and 11. Students must pass the LEAP test to be promoted to the next grade. Homer Elementary was one of five schools in Claiborne Parish designated as a school of Exemplary Academic Growth and received monetary awards for growth. The other schools were Athens, Haynesville Elementary, Homer High and Summerfield. Haynesville Elementary, Summerfield and Homer High are Two Star Schools. All others are One Star.

Community Wide Easter Egg Hunt Set For Saturday

Don't miss the Annual Community Wide Easter Egg Hunt sponsored by First Baptist Church of Homer on Saturday, March 26. Children ages birth to 6th grade are asked to bring their Easter Baskets and join them in the Life Center of the church. They will then load the bus and head to the Easter egg hunt for over 2,000 eggs. Bring a friend.

 

Homer Memorial, Boys & Girls Club To Hold Red Light Relay

Homer Memorial Hospital and the Claiborne Boys and Girls Club of Homer will hold a "Red Light Relay" on Good Friday, March 25, from 9 AM - 12 PM. Team members will be posted at the traffic lights around the Courthouse Square to accept donations for the American Cancer Society. The Relay for Life event will be held at the Homer High's Ronnie Beard Memorial Stadium on Friday, April 22 beginning at 6 PM.

 

Absentee Voting For April 2 Election Will End Saturday

Absentee voting for the April 2, 2005 election will end Saturday, March 26. The Registrar of Voters office is open from 8:30 AM - 4:30 PM Monday-Thursday, and from 8:30 AM - 4:30 PM. The office will be closed Good Friday, March 25.

Homer Housing Authority To Hold Public Meeting March 28

The Town of Homer Housing Authority will hold a public meeting on March 28 at 5 PM at the Housing Authority office at 329 Oil Mill Street to receive comments for the 2005 Five Year And Annual Plan for the Town of Homer Housing Authority All documents are on display at the office, Monday through Friday, between the hours of 8:00 AM and 4:30 PM. The Homer Housing Authority will also hold their regular meeting at that time.

 

Bass Busters To Hold Open Bass Tournament April 2

The Annual Open Bass Tournament will be held Saturday, April 2 from 6:00 AM - 3:00 PM at Pardon's Paradise on Lake Claiborne. Entry fees - $100 per team includes Big Bass. Entries may be paid at launch site between 5:00 AM - 5:45 AM the morning of tournament. No entries after 5:45 AM. Bass Busters will hold Open Night Tournaments the last Friday each month from 7-11 PM beginning  April 29 at Parden's Paradise. Entry fees - $60 per team, includes Big Bass. Haynesville Elementary To Hold Sign Up Pre-K, "New" K-5 Students

Hurry and get your child's name on the Pre-K sign-up list. In order for  Pre-K students to sign up for Pre-K classes at Haynesville Elementary or for any "new" K-5 students who plan to enroll, the school must have a copy of the child's birth certificate, social security card, an updated shot record from their doctor or the Claiborne Health Unit, 911 address, and proof of address by presenting a copy of utility bill at that address. Pre-K students must be 4 years old by October 1, 2005. All K-5 students must be 5 years old before October 1, 2005.

Willie Burns Jr. To Provide Transportation To Six Flags Over Texas

Willie Burns Jr. will provide transportation to Six Flags Over Texas near Dallas sometime this summer. He is asking area churches to contact him if they are interested in signing up the children in their church. The seating is limited so names will be taken on a first come, first serve basis, but the deadline to call is April 1, 2005. Money Available for New or Expanding Businesses in Homer

The The Claiborne Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible. These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Claiborne Parish. Loan preferences will be made on the basis of job creation. Further information may be obtained by contacting John Watson, Executive Director of the Claiborne Chamber of Commerce at (318) 927-3271. Smoke Detectors For The Elderly Offered through TRIAD

TRIAD of Claiborne wants all seniors age 65 and above, to have a smoke detector. You may also qualify if you're disabled. Having a smoke detector can mean the difference of life or death. Smoke detectors are available without charge. If you don't have a smoke detector, call 927-2011.
