Homer Juvenile Arrested After Shooting

            A Saturday night shooting in the parking lot of the Handee Pak on Hwy. 79 in Homer left one man seriously injured and a juvenile under arrest. Kendrick Smith, 21, of Homer was involved in an altercation in the store's parking lot around 11:30 PM on March 12, when, according to eyewitnesses, a 16-year-old allegedly pulled a .380 caliber handgun and shot Smith, hitting him about three inches below his left shoulder and on his right arm in the wrist area.

            Acting Chief Donald Malray said they do not know who initiated the fight, but it appears to be part of an ongoing feud. The juvenile left the scene but was later apprehended and arrested, charged with attempted second degree murder and illegal use of weapons or dangerous instrumentalities. He is presently being held at the Ware Youth Center in Coushatta. No charges have been filed against Smith at this time.

            One of the bullets also hit a car parked nearby. Wallace Ridley happened to be standing beside his car when the bullet struck, but was not injured.

            Kendrick was transported to Homer Memorial Hospital by private vehicle, then taken by Claiborne Ambulance to LSU Medical Center in Shreveport where he remains in serious condition.

            Malray said there had been at least three other shootings in the past along that area of Hwy. 79 known as "The Front."

            In December 1987, Delmar Williams was charged with second degree murder when he shot Leon Willis Jr. with a 12-gauge shotgun during a fight at White's Cafe. He was arrested and convicted, and is presently serving a life sentence.

            In September 1993, Danny Burns shot Mitchell Henderson with a Tech-9 semiautomatic weapon. He pled guilty to attempted second degree murder and was sentenced to 17 1/2 years at hard labor with the Department of Corrections.

            On July 17, 2000, Cornelius George shot Greg Garner. George was arrested and originally charged with manslaughter. In October 2001 he pled guilty to a lesser charge, two counts of aggravated second degree battery. He was sentenced to five years hard labor for each count, to run concurrently, and ordered to pay restitution of $2,000. His sentence was suspended and he was placed on five years active probation.

 

President Bush Makes Stop In Shreveport

            Several residents from Claiborne Parish made the trip to  Centenary College's Gold Dome in Shreveport last Friday to hear   President George W. Bush tout his plan for Social Security. Security was tight and law enforcement and Secret Service was out in force. According to John David Watson, executive director of the Claiborne Chamber of Commerce, it took about ninety minutes to get through the line in front of the Dome.

            Several elected officials from Louisiana_Congressman Jim McCrery, Senator Bobby Jindal and State Representative Richard Gallot_were among those waiting in line, mingling and socializing with the crowd.

            Once inside, President Bush received two standing ovations, once when he entered the building and another when he was introduced. He received another hearty round of applause when he announced that nobody was going to take away their Social Security check, but they needed to revise the way money is brought in to Social Security and disbursed.

School Board Okays Agreement

With Southern University

           Three representatives from Southern University of Shreveport addressed the Claiborne Parish School Board at their regular meeting held March 10 and requested the Board enter into an agreement for the dual enrollment program. Saundra Bingham, Coordinator for Dual Enrollment, explained how the program allows academically advanced junior and senior high school students to obtain college credit while still in high school.

            The cost to students is $100 per course, a significant savings over college tuition. All credits will transfer to any university in Louisiana, except private institutions and students do not have to enroll in Southern University to receive credits. Credits are immediately placed on their college transcripts.

            She said, "College is not just about going away. It is about discipline and study. That is what causes most students to drop out, they don't have the discipline to study."

Gwendolyn Lewis, Chairman Division of Academic Outreach Programs, said the college also has scholarships available for students who qualify. GPA and academic ACT scores have to be in an acceptable range.

            Principals and counselors would decide which courses to offer and who provides the instruction. Instructors could come from the local teaching staff if they meet the credentials to teach at the college level. They would become adjunct professors and be compensated by Southern.

Food Stamp Program Offers Help To Working Families

            Sarah Sanks told the Homer Lions Club the number of families in Claiborne Parish who were on welfare had dropped significantly in the past ten years. Sanks, who is the Social Services Analyst Supervisor for the Office of Family Support under DSS (Dept. of Social Services), said, "The Welfare Reform Act of 1994 works."

            Today, in Claiborne Parish, there are only 33 families on welfare. At one time that number was close to 2,000, but that changed when they limited the time for a person on welfare to sixty months. She said, "In that time, it is our job to get them self-sufficient and in a position they can take care of themselves and their family." Over the past ten years, they have put a large majority of them to work_sometimes willingly, sometimes not.

            The main function of the OFS office is food stamps and welfare. Where the welfare rolls have dropped, the food stamp program has increased and is one of the largest programs they offer. It is designed to help low-income families subsidize the cost of their groceries. Food stamps help the poor, the disabled, the elderly on limited incomes, and now a growing number classified as the "working poor."

            The food stamp program is based on the thrifty food plan which allots enough for each individual in a household to purchase a nutritious diet. This amount is the same in Louisiana as it is in California or New York. Income limits are also the same across the country, one of the reasons so many people move to the south because their money goes farther.

            Claiborne Parish is at 63% recipiency rate. In other words, 63% of parish residents whose income is below the poverty level receive food stamps. Sanks said her office wants to increase that number to at least 70 percent. She asked, "Why do we want to encourage people to be on food stamps?" One reason is because the federal government will pay enhancement bonuses to the top four states in recipiency rates. In 2003, Louisiana was No. 6. They have an opportunity to increase that rate and receive that enhancement money, which can only be used for food stamp services. The State wants to use the money to replace their outdated computer system.

            Sanks told Lion members if they knew someone who might qualify for food stamps to ask  them to contact their office. A family of four with an income of $2,043 gross pay per month would qualify.  They may not get the full benefit. Some recipients only get $10-$20 per month. It is their hope to get every individual in Claiborne Parish who qualifies in the program.         John WareI, John Ware, am announcing my candidacy for District 5 alderman of Haynesville, Louisiana. I have lived in Haynesville all my life. I graduated from Haynesville High School and furthered my education with a bachelor of science in education from Southern Arkansas University in Magnolia, Arkansas. I am a teacher/coach at Haynesville High School where I have taught for the last six years. I am married to Alicia Coughran Ware, and have an eleven month old daughter, Peyten Ware. I have been a devoted person to the town of Haynesville, and really have a strong passion for getting things done for the betterment of our town and community. Haynesville Elementary To Hold Sign Up Pre-K, "New" K-5 Students

Hurry and get your child's name on the Pre-K sign-up list. In order for  Pre-K students to sign up for Pre-K classes at Haynesville Elementary or for any "new" K-5 students who plan to enroll, the school must have a copy of the child's birth certificate, social security card, an updated shot record from their doctor or the Claiborne Health Unit, 911 address, and proof of address by presenting a copy of utility bill at that address. Pre-K students must be 4 years old by October 1, 2005. All K-5 students must be 5 years old before October 1, 2005.

 

Claiborne Parish Schools To Administer LEAP, IOWA Tests

Claiborne Parish schools will be administering the state mandated LEAP and IOWA tests during the week of March 15-18, 2005. The LEAP is given to all students in grades 4, 8, 10, and 11. The IOWA is given to all students in grades 3, 5, 6, 7, and 9. Students who are currently enrolled in the state Home School Program are eligible to take these tests during this week, according to Barbara Monzingo, parish Test Coordinator. If you have a child enrolled in Home School and would like to have him/her tested, please contact the principal of the school where your child would attend if enrolled in the Claiborne Parish system. Willie Burns Jr. Feeds Youth Choir Members, Plans 2 Steak Dinners

Willie Burns Jr. honored members of several youth church choirs by providing a meal for about 250 choir members at Mt. Calvary CME Church in Homer last Sunday, March 6. On Saturday, April 9, Burns  and Rodney Pickens will provide 200 steak dinners for the community at the Mayfield Park in Homer at 4 PM. They will provide another 200 steak dinners for the community in Haynesville on, Saturday, April 30 at 4 PM at the old Woodson Baseball Field.

Willie Burns Jr. will be distributing filled Easter baskets on Good Friday, March 25. He will present 100 filled Easter baskets to children who reside in the Mill Street Apartment area in Haynesville at 12 noon, 100 baskets to children in the Armory Drive area in Homer at 2 PM, and 100 baskets to children in the Homer Mayfield Park area at 4 PM. Willie Burns Jr. To Provide Transportation To Six Flags Over Texas

Willie Burns Jr. will provide transportation to Six Flags Over Texas near Dallas sometime this summer. He is asking area churches to contact him if they are interested in signing up the children in their church. Money Available for New or Expanding Businesses in Homer

The The Claiborne Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible. These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Claiborne Parish. Loan preferences will be made on the basis of job creation. Further information may be obtained by contacting John Watson, Executive Director of the Claiborne Chamber of Commerce at (318) 927-3271. Smoke Detectors For The Elderly Offered through TRIAD

TRIAD of Claiborne wants all seniors age 65 and above, to have a smoke detector. You may also qualify if you're disabled. Having a smoke detector can mean the difference of life or death. Smoke detectors are available without charge. If you don't have a smoke detector, call 927-2011.
