Council Reinstates Malray, Terminates Town Inspector

- Legislative Audit, Newspaper Reports, Open Meeting Laws Discussed

The Homer Town Council, following executive session during their regular meeting on Monday, November 3, 2003, voted to reinstate Assistant Police Chief Donald Malray by a vote of 3-0, pending the outcome of his trial to be held in federal court in Shreveport.  Malray had been placed on paid administrative leave by Police Chief Rodney Hollenshead following his arrest by FBI agents on Friday, October 24. Malray was arrested and charged with perjury stemming from his testimony during the drug trial of J.C. Curry in Shreveport in late September.  Jesse Ford, J. C. Moore, and Billy Kirk Jenkins voted to put Malray back to work. Johnette Faulkner and Thomas McDonald abstained. Jenkins said findings in the Legislative Audit pointed to missing inspection fees and permits in the town inspector's office. He said in accordance with  Town policy when it pertains to the welfare of the Town, we have to act upon it. Due to what Mr. Beebe is alleged to have done, Jenkins made a motion that he be terminated. The Council unanimously approved Jenkins’ motion.  To address the 18 findings in the Legislative Audit, each finding was assigned to either a councilman, the town attorney, the police chief, the mayor or to the finance committee. They are to research the issue and bring a recommendation a special called meeting to be held Monday, November 17 to specifically address each finding.

Diabetes Chairman Shares Horror Of Disease

With Lions

Jimmie Giles is a retired Lt. Colonel in the United States Army. He served during World War II and during the Korean and Vietnam conflicts. He has been a member of the North Shreveport Lions Club for the past 35 years where he served as past president and has chaired many of their fundraising events. He is presently serving as the Chairman of the District 8-L Diabetes Awareness Committee. On Thursday, October 23, he shared information on the deadly disease with members of the Homer Lions Club. Giles said, “Diabetes cannot be cured.” When you go to the doctor and are diagnosed with cancer, you cringe. You feel like you have received a death sentence, but today many cancers can be cured. This is not true with diabetes.

 

Lake Commission Discusses Duck Blinds,

Fishing, Funds

The Claiborne Watershed (Lake) Commission met Monday, November 3 to clarify the commission’s authority and to study areas where legislation might better define the commission’s role and improve its structure. Stewart noted the need to match responsibility with control in matters related to lake activities and the commission’s broader statutory responsibility for protection and development of the parish’s natural resources. She noted that reporting and accounting for economic development initiatives are currently with the Police Jury and that mechanisms for informing and involving the Watershed District are needed; otherwise the district is positioned to become by default a vehicle for decisions made elsewhere.

 

Homer Elementary Selected For Digital Edge Project

-La. Tech Program Through BellSouth Grant

Homer Elementary School is one of only two area schools that will  be participating in the STAR Professional Schools: Digital Edge Project. Louisiana Tech University has been awarded a $65,000 grant from the BellSouth Foundation to launch the Digital Edge program which is designed to improve student achievement by increasing teaching quality and technology-proficiency. “Being able to provide our students and faculty with some of the latest technology on the market is very exciting,” said Homer Elementary Principal Pat Lee. “It is an honor for us to even be considered for participation in the program. Teacher candidates from Louisiana Tech always bring new and exciting ideas to our classrooms. We have recently received a portion of the equipment and are eager for the project to begin.”

Arcadia's Civil War Naval Museum Topic

At Lions Club

Bill Atteridge, Curator of the Civil and Korean War Naval Museum and fellow Lion, boasts the world's largest original collection of Civil War ships and now growing collection of Korean War ships. He was the guest speaker at the Homer Lions Club meeting on Thursday, September 25 and shared stories on several types of Civil War and Korean War ships, some that have no documentation they ever existed. He has recreated many of the ships as models and has them on display at his Museum in Arcadia.There are 101 rare displays at the Museum, most that can not be seen anywhere else, and the exhibit is free. Atteridge has made displays for 12 national museums and for collectors all over the world. Over the

past 33 years, he has originated 1,100 models. He brought several museum displays and gave a brief history of their war time service. Atteridge and his Museum have been featured on 6 television shows, 2 public radio programs and 2 national publications.

- Every Baby Deserves A Healthy Start

North Louisiana AHEC’s Healthy Start ABCs has been named the Rural Health Program of the Year by the Louisiana Rural Health Association. Healthy Start ABCs aims to reduce the rate of infant mortality, low birthweight and racial disparities in perinatal outcomes in 11 rural parishes of North Louisiana. In Bienville, Caldwell, Claiborne, DeSoto, East Carroll, Franklin, Madison, Morehouse, Richland, Sabine and Union parishes, Healthy Start ABCs seeks out women of reproductive age who are not receiving adequate perinatal, postpartum and interconceptional care and provides services and referrals in an effort to overcome access barriers.

Homer High Drama Club To Present Sherlock Holmes

The Homer High Drama Club will present Sherlock Holmes in a two-act play Monday, Nov. 17 at 6:30 PM in the school auditorium. Tickets are $2, preschool $1. All fans of the world’s greatest detective should make plans to attend and support young people and the arts. Claiborne Christmas Festival Set For Saturday, Nov. 29

The Claiborne Parish Christmas Festival will be held from 10 AM till 6 PM on Saturday, November 29 on the Courthouse Square in downtown Homer. The day’s events will include the Christmas Parade at 10 AM, “Oreo” the 2000 lb. Bull, a Kiddy Tractor Pull, Screaming Demon, Cloggers, Magic by Jim Chester, face painting, cake walk, and wagon rides.

Adult Education Night Classes To Start Monday, November 10

The Claiborne Parish Adult Education Center will begin its night classes Monday, November 10 from 4:30 PM until 6:30 PM. Classes will be held at the Adult Education Center located on the Northwest Claiborne Technical College Campus each Monday and Wednesday evening. Anyone wishing to enroll can call the center at 927-5302. The Center offers instruction to adults 17 years old or older who want to increase their basic skills or want to pursue a GED. Tuition is free.

 

November 20, 2003 Is The Great American Smokeout

The Great American Smokeout will be held November 20, 2003. The American Cancer Society is urging smokers and businesses throughout the Mid-South to go smoke-free for the day and to consider going smoke-free for good.

 

Veteran's Day Festivities in downtown Minden - Nov. 11

Minden will serve as host to one of the largest patriotic parades in its recent history, according to coordinator Roy Kirkham. "We Salute our Nation's Veterans" will serve as this year’s theme for the day-long activities that will take place on Veteran's Day in downtown Minden.


Organizers for the Veteran's Day activities are recruiting other participants in what is being billed as the biggest Veteran's Day parade in Northwest Louisiana on Veteran's Day, November 11th. Serving as this year’s Grand Marshal is decorated war veteran Joe Frank of St. Louis, MO, former National Commander of the American Legion.


Along with the afternoon parade, veterans and their families will be treated to a noon lunch at the Minden Civic Center. Area businesses and organizations are picking up the ticket on the hundreds of lunches expected to be served on Veterans Day. An honor wall made up of local and regional veterans will be mounted at The Neighborhood Art Gallery and Museum, the highly anticipated most recent addition to downtown Minden’s cultural offerings. Also at The Neighborhood, Cultural Crossroads and the Dorcheat Historical Association will host a reception honoring veterans. Following the late afternoon reception, visitors will be encouraged to enjoy a short drive to the Veterans memorial located on Turner's Pond, where a wreath commemorating the event will be placed at the memorial site.

Louisiana Purchase Story To Unfold At The Ford Museum

After the United States bought the Louisiana territory for $15,000,000, President Thomas Jefferson selected William Charles Cole Claiborne to govern lower Louisiana. Backing this with military power was General James Wilkinson. The two commissioners arrived outside New Orleans on December 17, accompanied by five hundred U.S. Army troops, to take possession of the territory. On December 20, 1803, at the Cabildo in New Orleans, Claiborne and Wilkinson signed the transfer document with Pierre Clement Laussat, Napoleon's representative, which granted lower Louisiana officially to the United States. Three months later, in St. Louis, Missouri, France ceded the rights to upper Louisiana as well. The Purchase opened the door for western exploration, settlement and trade by the United States. President Jefferson commissioned Meriwether Lewis and William Clark to head the first transcontinental expedition, called the Corps of Discovery. In May of 1804, Lewis and Clark departed from the St. Louis area with some 40 soldiers. They journeyed up the Missouri River, across the Great Divide, and westward to the Pacific Ocean. Because the borders of the Louisiana Purchase were not determined for many years, no map exists from that period that outlines the actual territory obtained in 1803. It took several years for Spain and the United States to settle their boundary disputes. In 1810 and 1819, the United States annexed parts of the Spanish territory of Florida by treaty. The two nations also ended conflict over the western frontier in 1819 by establishing the border of Texas and Louisiana at the Sabine River. Money Available for New or Expanding Businesses in Homer

The Homer Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible. These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Homer. Loan preferences will be made on the basis of job creation. Smoke Detectors For The Elderly Offered through TRIAD

TRIAD of Claiborne wants all seniors age 65 and above, to have a smoke detector. You may also qualify if you're disabled. Having a smoke detector can mean the difference of life or death. Smoke detectors are available without charge. If you don't have a smoke detector, call 927-2011.
