Legislative Audit Findings Could Lead To Arrests

- Town Advised To Put All Sales Tax Monies In Separate Bank Accounts

District Attorney Walter May is reviewing the findings of two legislative audits recently completed and released by the Legislative Auditor for the State of Louisiana. If he can determine there is evidence a criminal act has been committed, he will take the appropriate action. He is specifically looking at 1) the possible misuse of funds totaling $35,245 by Sonja Hamilton, former executive director of the Homer Housing Authority (HHA) and 2) missing permit and inspection fees totaling $2,753 from Town Inspector Travis Beebe’s office. The audit for the Town of Homer was conducted at the request of Homer Mayor Huey Dean earlier this year. When he took office in January the Town showed a deficit in the Enterprise Fund of ($263,721.06) and a deficit in the General Fund of ($28,601.17). Fund balances had dropped $116,980.01 in the General Fund and $157,322.95 in the Enterprise Fund in the six months between July 1, 2002 and December 31, 2002. First West Nile Death In Claiborne

- Another Bird Tests Positive

Margaret Grant of 291 Anna Street of Homer died early Monday morning, October 20 after being hospitalized for more than a month with the West Nile Virus. Grant was admitted to Willis-Knighton Medical Center in Shreveport on September 14, just two days after she began showing symptoms of the virus. When her condition did not improve, she was moved to an extended care facility in Webster Parish on Friday, October 17, where she died the next Monday morning. Jeff Davis, infectious disease surveillance specialist with the Office of Public Health in Region 7, said the Webster Parish coroner had ruled  the West Nile Virus contributed to Grant’s death. Although she had several underlying health problems, none would have caused her death this soon. Local sanitarian John Warrington said he received a report on Monday, October 27 that a sparrow turned in to the local health unit on September 26 at 1419 Monroe Street in Homer had tested positive for the WNV. Warrington said of the 53 birds he has sent in for testing, this is the 4th bird that has come back positive for the virus.

 

Assistant Chief Arrested On Perjury Charges

Captain and Assistant Homer Police Chief Donald "Duck" Malray was arrested by Federal agents at his home early Friday morning, October 24 and charged with several counts of perjury in connection with his testimony during the drug trial of J.C. Curry in late September. Malray and another Homer resident, Vincent McDaniel, were subpoenaed by Curry’s attorney Gordon N. Blackman, Jr. to testify concerning a meeting held sometime between 1999 and 2001 to plan an undercover drug operation using Curry to sell

drugs to Derrick Parker of Minden. Prior to Malray taking the stand, FBI special agent Raymond Spoon reported to DEA agent Keith Billiot that he had overheard Malray and McDaniel discussing their testimony from the witness room. Both witnesses were under the rule of sequestration and were brought before U.S. District Judge Maurice Hicks, Jr. where they denied the charges. Although Hicks said Malray’s statement was in direct contrast to the McDaniel’s testimony concerning the content of their conversation, he  allowed him to go ahead and testify. U.S. Attorney Donald Washington who has been investigating the case, said perjury is a serious charge. If convicted, Malray faces a maximum of five years in prison and/or a $250,000 fine per charge. As soon as Homer Police Chief Rodney Hollenshead was notified of Malray’s arrest, he immediately placed him on paid administrative leave until the matter is resolved.

 

Arrests Made In Armed Robbery At Hillside Motel

Homer Police officers arrested Nicholas Gilbert, 25, of Homer on Wednesday, October 22 at 9:11 AM and charged him with one count of armed robbery in connection with the Hillside Motel theft on Sunday, October 19. A warrant has also been issued for. the arrest of Kenny Wayne McDaniel, 36, of Homer. Anyone with information on his whereabouts is asked to contact the Homer Police Department at (318) 927-4000. Homer Police Chief Rodney Hollenshead said the investigation into the crime is continuing and other charges could be forthcoming in the near future.

 

Local Masons To Offer Class For Dyslexic Children

Dyslexia is presumed to be due to a central nervous system dysfunction, the exact nature of which is not fully understood, and to be inheritable, i.e., tending to run in families. This disorder affects a very substantial number of persons. Estimates range as high as 30% of the total population. More realistically, between 10% and 20% of our children are likely affected. It is possible that the disorder occurs with equal frequency in boys and girls but more boys than girls are detected because boys tend to be more disruptive in their behavior. A 1990 study put the ratio at 1.25 boys to 1.0 girls. The authorities generally agree that children will not, without special training, grow out of their reading problems as they mature. Research shows that 74% of children who are poor readers in the 3rd grade remain poor readers in the 9th grade.

 

Webster Moving Ahead On Lake Project

The North Hills Research and Development Committee is moving ahead to develop plans for the joint Webster-Claiborne project to build a lake in the Flat Lick area. The Webster Parish Police Jury gave the go-ahead to Committee members Dr. James Robert Michael, Herbert Byars, Robin Bridges, and Dr. Alice Stewart at their September 29 meeting. Michael said the two problems facing  Claiborne Parish identified in the early 1980s were: 1) the decline of water levels in the Sparta Aquifer, and 2) the

potential for economic benefit for the parish through waterbased tourism and retirement. Dr. Bill Branch, water resource specialist for the LSU AgCenter, is working with the North Hills Committee in the development of  the Flat Lick Lake. He is working to determine what the boundaries and size of the lake would be, and the suitability of the area for a lake. Dr. Michael said, “Time is our enemy.” Because no lake designed now can be built before 2007, we have already lost one-third of the potential baby boomer retirees. This has caused us to lose $567 million in potential tax revenue for the five hill parishes, with $142 million in Claiborne Parish alone, and the State of Louisiana has lost $1.133 billion in potential revenues. If we wait another five years, local governments in the five parishes will lose $400 million ($100 million in Claiborne) and the State will lose $800 million.

Students will learn basic cheerleading skills, including a chant, cheer, and a spirit dance. All participants will receive a custom T-shirt and will perform pregame at Homer/Springhill game Nov. 7. The Claiborne Parish Adult Education Center will begin its night classes Monday, November 10 from 4:30 PM until 6:30 PM. Classes will be held at the Adult Education Center located on the Northwest Claiborne Technical College Campus each Monday and Wednesday evening. Anyone wishing to enroll can call the center at 927-5302. The Center offers instruction to adults 17 years old or older who want to increase their basic skills or want to pursue a GED. Claiborne Watershed District To Meet Monday, November 3, 10 AM

The Claiborne Parish Watershed District will meet Monday, November 3 at 10 AM in the Police Jury office complex to consider possible new legislation that could include: 1) revision of the statute that creates, structures, and defines the authority of the district, modeling on a statute that created a Webster Parish Watershed District this year; 2) authorization of Wildlife and Fisheries to regulate in specific ways the use of certain fishing gear, including slat traps and yo-yos, on Lake Claiborne, modeling on statutes specific to other lakes, and 3) authorization of Wildlife and Fisheries to regulate duck hunting on Lake Claiborne, modeling on past ordinances of the Watershed District. Area Churches Collecting Gift Boxes For Operation Christmas Child

Operation Christmas Child is more than just a Christmas gift, it is a way to introduce children and their families to God’s greatest gift, Jesus Christ. Several area churches are now collecting filled boxes. Since 1993, more than 24 million shoe box gifts have been distributed to hurting children all over the world. This year, the goal is 7 million boxes that will include Gospel literature in dozens of languages. The Claiborne Parish Christmas Festival will be held from 10 AM till 6 PM on Saturday, November 29 on the Courthouse Square in downtown Homer. Bull, a Kiddy Tractor Pull, Screaming Demon, Cloggers, Magic by Jim Chester, face painting, cake walk, and wagon rides.

This year the school has set a goal of earning $2,000 through Box Tops to purchase general school materials. Veteran's Day Festivities in downtown Minden - Nov. 11

Minden will serve as host to one of the largest patriotic parades in its recent history, according to coordinator Roy Kirkham. "We Salute our Nation's Veterans" will serve as this year’s theme for the day-long activities that will take place on Veteran's Day in downtown Minden.


Organizers for the Veteran's Day activities are recruiting other participants in what is being billed as the biggest Veteran's Day parade in Northwest Louisiana on Veteran's Day, November 11th. Serving as this year’s Grand Marshal is decorated war veteran Joe Frank of St. Louis, MO, former National Commander of the American Legion.


Along with the afternoon parade, veterans and their families will be treated to a noon lunch at the Minden Civic Center. Area businesses and organizations are picking up the ticket on the hundreds of lunches expected to be served on Veterans Day. An honor wall made up of local and regional veterans will be mounted at The Neighborhood Art Gallery and Museum, the highly anticipated most recent addition to downtown Minden’s cultural offerings. Also at The Neighborhood, Cultural Crossroads and the Dorcheat Historical Association will host a reception honoring veterans. Following the late afternoon reception, visitors will be encouraged to enjoy a short drive to the Veterans memorial located on Turner's Pond, where a wreath commemorating the event will be placed at the memorial site.

Louisiana Purchase Story To Unfold At The Ford Museum

After the United States bought the Louisiana territory for $15,000,000, President Thomas Jefferson selected William Charles Cole Claiborne to govern lower Louisiana. Backing this with military power was General James Wilkinson. The two commissioners arrived outside New Orleans on December 17, accompanied by five hundred U.S. Army troops, to take possession of the territory. On December 20, 1803, at the Cabildo in New Orleans, Claiborne and Wilkinson signed the transfer document with Pierre Clement Laussat, Napoleon's representative, which granted lower Louisiana officially to the United States. Three months later, in St. Louis, Missouri, France ceded the rights to upper Louisiana as well. The Purchase opened the door for western exploration, settlement and trade by the United States. President Jefferson commissioned Meriwether Lewis and William Clark to head the first transcontinental expedition, called the Corps of Discovery. In May of 1804, Lewis and Clark departed from the St. Louis area with some 40 soldiers. They journeyed up the Missouri River, across the Great Divide, and westward to the Pacific Ocean. Because the borders of the Louisiana Purchase were not determined for many years, no map exists from that period that outlines the actual territory obtained in 1803. It took several years for Spain and the United States to settle their boundary disputes. In 1810 and 1819, the United States annexed parts of the Spanish territory of Florida by treaty. The two nations also ended conflict over the western frontier in 1819 by establishing the border of Texas and Louisiana at the Sabine River. Money Available for New or Expanding Businesses in Homer

The Homer Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible. These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Homer. Loan preferences will be made on the basis of job creation. Smoke Detectors For The Elderly Offered through TRIAD

TRIAD of Claiborne wants all seniors age 65 and above, to have a smoke detector. You may also qualify if you're disabled. Having a smoke detector can mean the difference of life or death. Smoke detectors are available without charge. If you don't have a smoke detector, call 927-2011.
