Gang Members Arrested For Attempted 2nd Degree Murder

Minden Police Chief T. C. Bloxom praised the cooperation of the Haynesville Police Department and the Claiborne Parish Sheriff’s Office for their diligent work to help apprehend suspects in a shooting in Minden last Thursday, September 18. Officers worked through the night and arrested three members of a Haynesville gang known as the Boot Camp Klick over the weekend for the attempted murder of Maurice Isaac, 20, of Cox Lane in Minden. Bloxom said  four males and two females came to Minden last Thursday looking for Isaac in order to retaliate for a fight that had occurred two weeks earlier. Just after 9 PM, they located Isaac at a residence on Winford Street. When Isaac came out of the house, gang members opened fire, using several pistols and a sawed off shotgun. He was hit once in the leg as he ran down the street. He was taken to Minden Medical Center where he was treated and released. Witnesses said the shooters were driving a brown Oldsmobile and one had a tattoo on his forearm with initials “BCK” which stands for Boot Camp Klick. Upon further investigation, Minden Police officers linked the BCK to Haynesville and  issued warrants for James Smith Jr., also known as “Little Flip”, and two juveniles, charging them with attempted second degree murder. Three others were charged and arrested as principals to attempted second degree murder. They were Dexter Washington, 17; Tiffany Turner, 23, and Salina Malone, 20, all of Haynesville. All three are presently being held in the Bayou Dorcheat Detention Center in Webster Parish, Washington under a $200,000 bond.The two juveniles arrested are presently being housed at the Ware Youth Center in Coushatta. Officers are still looking for Smith. Police Chief Bloxom asks anyone with knowledge of the whereabouts of Smith to contact the Haynesville Police Department at 624-1355 or the Minden Police Department at 377-1212.

 

AG’s Office Appeals Judge’s Decision On Recall

State Ethics Board Says Town Cannot Pay Mayor’s Son For Work At Museum

Attorney General Richard P. Ieyoub filed an appeal in Second Judicial District Court in Claiborne Parish on Thursday, September 18 on behalf of Registrar of Voters Patricia Sanders, regarding the court ruling handed down by Judge Jimmy Teat on September 11 that instructed her to place 66 names back on the Petition to recall Homer Mayor Huey Dean. Of those, 47 names had been printed. Shreveport Attorney Larry English presented notarized affidavits on 57 persons who stated they had in fact signed the Petition, although about half had printed their names. Assistant Attorney General Angie LaPlace who signed the appeal was not available for comment. Roy Mongrue,  Director of the Civil Division for the Attorney General’s office, said he could not be sure the reason for the appeal, but stated the printed names would be a valid reason for an appeal. Mongrue said a voter’s signature on their voter registration card has to match the signature on the recall petition. If a voter were to print their name on their voter registration card, that would be considered their valid signature. But if they signed their card in script, they must do the same on the recall petition. For a person to sign their voter registration card in script or cursive, then print their names on the recall would be a valid reason for the Registrar to throw a name out. The whole purpose of the Registrar is to make sure the signature of the voter matches the voter registration card. Registrar of Voters Patricia Sanders said she has not resubmitted the Petition to the Governor’s Office but has been instructed to wait by the Attorney General’s office. Mayor Huey Dean intends to contest the Petition for several reasons, one being the fact that Chairman Lurry Crew did not live inside the city limits and was not a qualified voter, making him ineligible to serve as chairman of the recall. He also did not respond to repeated requests for copies of the recall petition between March and August.

 

Homer Council Cancels Liquor Proposition, Addresses Water Theft

The Homer Town Council met in Special Session Wednesday, September 17 to discuss the alcohol propositions on the November 15 ballot. Councilman Billy Kirk Jenkins who initially moved the Council place the liquor proposition on the ballot, made the motion to drop the proposal. He said, “Due the calamity this has brought, I make the motion we drop the proposal.” Several councilman stated they had been contacted by business owners in Town who did not want to risk losing their present beer sales. Some claimed it would force them to close their business. If the proposal was to fail, the Town could have risked losing the tax revenue off present alcohol sales. The Council unanimously approved Jenkins’ motion. Town Clerk Phyllis Barnhill presented the Council with a list of addresses where meters had detected water being used although Town records indicated no one to be living there. Door hangers had been left notifying the residents to contact the Town business office immediately to avoid having their water cut off. She said some had already contacted the office and made arrangements to pay. Some indicated they had lived at the residence only three months, while others said they had lived there as long as three years.

 

Jury Approves Economic Venture With Webster Parish

Concerns Aired Over Public Private Partnerships, Sales Tax Proposal

The Claiborne Parish Police Jury authorized the Claiborne Parish Watershed District at their regular meeting on September 11 to enter into an agreement with the Webster Parish Police Jury and Webster Parish Watershed District concerning a Webster-Claiborne Reservoir Proposal. The joint venture would consider a plan to build a dam for a lake to be located in both parishes to increase tax revenue and employment, to replenish water in the Sparta Aquifer, and to develop a retirement village. President Weldon Kilpatrick then appointed the following to serve on a committee for the Reservoir Project: Gene Coleman for the Police Jury, Philip Fincher for the Claiborne Watershed District and Loy Weaver for the Economic Development Board. Dr. Alice Stewart and Dr. James Robert Michael will serve as advisors. Dr. Alice Stewart, member of the Claiborne Parish Watershed District  addressed the Jury urging them to make sure the lawful Public Private Partnership accountability system was in place before the revenue  that would be collected from the 1/4 cent sales tax on the October 4 ballot was dedicated in its entirety to the Claiborne Economic Development Board (CEDB).

 

 

Annual Lake Claiborne Classic Car & Bike Show

Set For Saturday, October 4

The Second Annual Lake Claiborne Classic Car and Bike Show is set for Saturday, October 4th. The St. Jude fundraising event is held in memory of Christian and Joseph Manzanares who died in a tragic mobile home fire on August 19, 2001. Chairman Rickey Bearden expects this year to be bigger and better. Besides seven vehicle classes, the show will feature six motorcycle classes. Entry fee is $20 for the first car and $10 for the second. Donations are needed for the silent auction and giveaway bags. Claiborne Parish....On The Grow

While Renewal Community tax incentives have been the key reason behind some of the new economic development underway in Claiborne Parish, others said they were unaware of the benefits associated with the economic development program, however, now they fully intend to take advantage of the savings. In 2002, Claiborne Parish was selected as part of one of the three areas in north and central Louisiana to receive the RC designation. For eight years or through December 31, 2009, new and existing businesses located anywhere in the Parish will have the opportunity to receive substantial tax incentives. Haynesville Mayor Mickey Mayfield and Homer Mayor Huey Dean are excited and thankful to see new construction underway.  Besides several new business ventures, renovations and new construction is underway at public schools in both towns.

Absentee Voting For October 4 Election Ends Saturday

Absentee voting for the October 4 election will end  Saturday, September 27. The Registrar of Voters office is located in the Claiborne Parish Police Jury Office Complex and is open from 8:30 AM - 4:30 PM Monday-Friday and from 8:30 AM - 12:00 noon on Saturday. The deadline to register for the November 15, 2003 runoff election will be October 15.

North Louisiana Bluegrass Show Set For Saturday In Athens

The North Louisiana Bluegrass Show will be held Saturday, September 27 at the Mount Olive Christian School in Athens and will feature four top bluegrass bands; The Blake Brothers, The Duhon Boys, The Mountain View Connection, and The Piney Hills Boys. Events begin at 10:30 a.m. and bluegrass band performances on stage from 1 p.m. to  6 p.m. The show is located on La. 9 eight miles north of I-20 Exit 67. Admission is $5 for adults. Louisiana Purchase Story To Unfold At The Ford Museum

After the United States bought the Louisiana territory for $15,000,000, President Thomas Jefferson selected William Charles Cole Claiborne to govern lower Louisiana. Backing this with military power was General James Wilkinson. The two commissioners arrived outside New Orleans on December 17, accompanied by five hundred U.S. Army troops, to take possession of the territory. On December 20, 1803, at the Cabildo in New Orleans, Claiborne and Wilkinson signed the transfer document with Pierre Clement Laussat, Napoleon's representative, which granted lower Louisiana officially to the United States. Three months later, in St. Louis, Missouri, France ceded the rights to upper Louisiana as well. The Purchase opened the door for western exploration, settlement and trade by the United States. President Jefferson commissioned Meriwether Lewis and William Clark to head the first transcontinental expedition, called the Corps of Discovery. In May of 1804, Lewis and Clark departed from the St. Louis area with some 40 soldiers. They journeyed up the Missouri River, across the Great Divide, and westward to the Pacific Ocean. Because the borders of the Louisiana Purchase were not determined for many years, no map exists from that period that outlines the actual territory obtained in 1803. It took several years for Spain and the United States to settle their boundary disputes. In 1810 and 1819, the United States annexed parts of the Spanish territory of Florida by treaty. The two nations also ended conflict over the western frontier in 1819 by establishing the border of Texas and Louisiana at the Sabine River. Money Available for New or Expanding Businesses in Homer

The Homer Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible. These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Homer. Loan preferences will be made on the basis of job creation. TRIAD of Claiborne wants all seniors age 65 and above, to have a smoke detector. You may also qualify if you're disabled. Having a smoke detector can mean the difference of life or death. Smoke detectors are available without charge. If you don't have a smoke detector, call 927-2011.
