Governor Does Not Call Election To Recall Homer Mayor

BY SUSAN T. HERRING, Editor, The Guardian-Journal

The Governor's Office received an opinion from the State Attorney General's Office on Monday, September 8 stating the Recall Petition submitted to his office August 25 did not have the needed signatures to warrant calling a special election to allow Homer voters to decide whether to recall Homer Mayor Huey Dean. Tuesday, September 9 was the deadline for the Governor to issue the proclamation. The Governor’s Office will however notify Recall Chairman Lurry Crew of the AG Opinion. A total of 666 signatures of the 1,999 registered Homer voters were needed, but the petition fell short by 57 names. On Friday, September 5, Shreveport attorney Larry English representing six registered voters in the Town of Homer, filed a writ of mandamus in Claiborne Parish District Court against Registrar of Voters Patricia Sanders. They want Sanders to certify all qualified electors who signed the recall petition and to produce reasons for disqualifying 148 other signatures. Since state law requires the matter be heard within nine days, it has been placed on the court docket for Thursday, September 11 at 9:30 AM. Homer Mayor Huey Dean said his attorney is preparing to file a lawsuit within the next few days to contest the validity of the Recall Petition, stating that since Chairman Lurry Crew did not live inside the city limits and was not a qualified voter, he was ineligible to serve as chairman of the recall.

Council Postpones Decision On Liquor Sales

Town Attorney Wayne Smith Resigns

BY SUSAN T. HERRING, Editor, The Guardian-Journal

The Homer Town Council voted to postpone a decision to place five alcohol propositions on the November 15th ballot. Councilmen Jesse Ford and Thomas McDonald expressed concerns from several local businesses that calling the election could jeopardize the existing beer sales. They do not want to chance losing beer sales to get package liquor. McDonald said one business owner was absolutely dependent on beer sales and losing beer sales could close his business, since beer sales make up almost half of his total sales. This would also be a loss of tax revenue for the town.

The Council voted unanimously to table The decision until a Special Called Meeting.could be held before the September 19 deadline, in time to get on the Nov. 15 ballot.
