Four Enter Sheriff's Race, State Legislators Unopposed

The four candidates who qualified to run for Claiborne Parish Sheriff in the October 4, 2003 election were Ken Bailey, Willie L. Burns, Loyd Manuel, and Steven Middleton.

All three state legislators representing Claiborne Parish were unopposed in the fall election. State Senator Robert J. Barham in District 33, State Senator Robert Adley in District 36, and State Representative Rick Gallot in District 11 all retained their seats.

Other incumbents who were unopposed and will retain their positions were Clerk of Court James Patrick Gladney, Tax Assessor Clyde C. Hightower, Coroner Donald K. Haynes, Police Juror District 3 - J. Weldon Kilpatrick, Police Juror District 4 - Joe A. Sturges, and Police Juror District 10 - Willie J. Young, Sr.

Those qualifying for Claiborne Parish Police Jury are as follows:

  • District 1 - Incumbent Brian "Butch" Bays, James O. Main, and Roy E. Odom
  • District 2 - Mark Furlow and Bobby C. Joslin
  • District 5 - Incumbent Bobby A. Liles, Cary Lee, Lavelle Penix, and Robert G. Sanders
  • District 6 - Scott Davidson, Floyd L. Dean, and Clint Faulk
  • District 7 - Incumbent Roy Lewis and Joseph Merritt, Jr.
  • District 8 - Incumbent Roy Mardis and Tommy Sanders
  • District 9 - Incumbent Jerry A. Adkins, Roger Fowler, and Joe M. Tuggle
In statewide elections, qualifying for Governor were Alan Allgood of Harvey, LA; Patrick Henry "Dat" Barthel of Rose, LA; Kathleen Babineaux Blanco of Lafayette; Jack "Jay" Blossman, Jr. of Mandeville; Quentin R. Brown, Jr. of New Orleans; "Hunt" Downer of Houma; J. D. "Boudreaux" Estilette of Lafayette; Randy Ewing of Quitman; Richard Ieyoub of Baton Rouge; "Bobby" Jindal of Baton Rouge; J. E. Jumonville, Jr. of Ventress; Patrick "Live Wire" Landry of Jefferson; Claude "Buddy" Leach of Leesville; Edward "Eddie" Mangin, of Chalmette; Richard McCoy of Kenner; Fred Robertson of New Orleans; John M. "Doc" Simoneaux, Jr. of Plaquemine; and "Mike" Stagg of Lafayette.

Those qualifying for Lieutenant Governor were J. F. "Rick" Ankesheiln of Gretna; Kirt Bennett of Baton Rouge; Clyde C. Holloway of Forest Hill; "Mitch" Landrieu of New Orleans; Stephen Rue of Kenner; Karl E. Schorr of Thibodaux; Melinda Schwegmann of Metairie; and "Silky" Sullivan of New Orleans.

Secretary of State qualifiers were "Al" Donovan of River Ridge; Scott Lewis of Baton Rouge; and W. Fox McKeithen of Baton Rouge. Two vying for Attorney General are Charles C. Foti, Jr. and Suzanne Haik Terrell, both of New Orleans. Treasurer John Kennedy, Incumbent, was unopposed.

Commissioner of Agriculture and Forestry will put incumbent Bob Odom of Zachary against Don Johnson of Transylvania. Challenging incumbent Robert Wooley of Baton Rouge for Commissioner of Insurance are Jim R. Bell of Alexandria; E. "No Fault" Fletcher of Baton Rouge; John Brent "T-T" Fontenot of Baton Rouge; William E. "Coach" Johnson of Ponchatoula; and "Dan" Kyle of Baton Rouge.

 

Police Jury, Homer Council Support I-69 Corridor 2-B 
Public Urged To Submit Comments Before September 5 Deadline

The Claiborne Parish Police Jury and the Homer Town Council approved resolutions in support of one corridor being considered as the possible route for I-69 through Claiborne Parish. Of 31 possible corridors developed by the I-69 Project Study Team, ten preliminary corridors were identified. After further study, five of those were excluded. Corridor 3-A located in the most southern and eastern of the study area was excluded because 1) the tendency to parallel I-20 and limits to benefits of new interstate route access, 2) it attracted least amount of diverted truck trips, 3) it crossed 2 scenic streams, and 4) its potential recreational impacts. The five remaining two-mile wide corridors to be considered are referred to as 1-C, 1-D, 1-E, 2-A, and 2-B. Both Corridors 2-A and 2-B were most centrally located in the study area and best addressed the purpose and need criteria for I-69.

The local purpose and need is to 1) improve mobility between urban areas in the Study Area, 2) improve the safety of travel within the region, 3) improve commercial vehicle operations in the region, and 4) promote economic development in the North Louisiana Rural Redevelopment Zone.

 

Petition Appears To Be Short Valid Signatures Needed To Recall Mayor 
The Recall Petition initiated the end of February by a group of local citizens appears to be short the necessary signatures. To recall Homer Mayor Huey Dean, the Recall Committee needed 33-1/3 percent of the 1,999 registered voters in the Town of Homer.Registrar of Voters Patricia Sanders completed the certification of the Recall Petition Friday, August 22. Of the 666 signatures needed to recall Dean, Sanders said the Petition contained only 609 valid signatures. The Petition was forwarded by certified mail to the Governor's Office. Governor Mike Foster's office received the Petition Monday, August 25 and immediately forwarded it to the State Attorney General's office with a request for an AG Opinion as to whether the Recall Petition met all the requirements set forth in the law. If the Attorney General's Office issues an opinion that states the Petition does meet the statutory requirements as set forth in R.S. 18:1300.1 et seq., the Governor will have until Tuesday, September 9 to issue a proclamation calling for a special election to allow Homer voters to decide whether they wish to recall Mayor Dean. If the AG Opinion states the Petition fails to meet the statutory requirements, the Governor will take no action except to issue a letter to Recall Chairman Lurry Crew explaining the results of the AG Opinion. ."

 

Prevention By Far Most Effective Way To Address Mosquito Problem 
Bryan Glasscock of the Louisiana Department of Health and Hospitals issued a preliminary verbal report today at the request of the Claiborne Parish Police Jury. "The most important thing the people of Claiborne Parish can do to get rid of mosquitoes and the problem related to them is to get rid of the numerous artificial containers of standing water present throughout the parish," Glasscock said. He cited the many old tires and garbage cans with standing water especially in Haynesville and Athens, though they were evident in all parts of the parish. Water also collects in litter strewn along the roads. Empty soda cans and chip bags are ideal breeding places. Glasscock and Shreveport Health Official Dan Saxon have done extensive testing and observation in the parish in July and August and said prevention was by far the most effective solution to the mosquito problem. The dry summer has helped prevent a bigger problem. Citizens are urged to stay indoors in the early mornings and evenings to avoid being bitten. Visions Meeting Prompts Support For Sales Tax Election

"Claiborne Parish is a great place to live," W. Nelson Philpot told the approximately 120 area citizens who attended the last public meeting held at Homer High on Monday, August 18. Five meetings were held across the parish to share elements of the strategic plan developed by members of the Planning Committee as directed by the Claiborne Economic Development Board (CEDB). “It is inevitable that Claiborne Parish will change. Whether that change will be good or bad is up to us,” said Philpot, who serves as chairman of the planning committee. "Our future will be what we make it to be." Philpot's power point presentation included highlights of the many assets in Claiborne Parish. Of the more than 100 recommendations in the strategic plan, "Vision for a Better Tomorrow", only five of the top 25 are being focused on. They are: 1) water, 2) recreation, 3) tourism, 4) retirees, and 5) agriculture, primarily forestry and poultry. Philpot said the parish has natural beauty, a fantastic museum, great public library, many historic homes, great fishing and hunting, good young physicians and a well-equipped medical facility, and improved educational system. There is a great potential for I-69 to come through the parish.

Louisiana Purchase Story To Unfold At The Ford Museum 
After the United States bought the Louisiana territory for $15,000,000, President Thomas Jefferson selected William Charles Cole Claiborne to govern lower Louisiana. Backing this with military power was General James Wilkinson. The two commissioners arrived outside New Orleans on December 17, accompanied by five hundred U.S. Army troops, to take possession of the territory. On December 20, 1803, at the Cabildo in New Orleans, Claiborne and Wilkinson signed the transfer document with Pierre Clement Laussat, Napoleon's representative, which granted lower Louisiana officially to the United States. Three months later, in St. Louis, Missouri, France ceded the rights to upper Louisiana as well. The Purchase opened the door for western exploration, settlement and trade by the United States. President Jefferson commissioned Meriwether Lewis and William Clark to head the first transcontinental expedition, called the Corps of Discovery. In May of 1804, Lewis and Clark departed from the St. Louis area with some 40 soldiers. They journeyed up the Missouri River, across the Great Divide, and westward to the Pacific Ocean. Because the borders of the Louisiana Purchase were not determined for many years, no map exists from that period that outlines the actual territory obtained in 1803. It took several years for Spain and the United States to settle their boundary disputes. In 1810 and 1819, the United States annexed parts of the Spanish territory of Florida by treaty. The two nations also ended conflict over the western frontier in 1819 by establishing the border of Texas and Louisiana at the Sabine River. I am a member of the First Baptist Church of Haynesville where I attend with my wife, Candee Carter Furlow and my 2 daughters, Allee, age 5, and Alex, age 3.

 

Two Men Arrested For Possession And Distribution Of Crack Cocaine 
Sheriff Kenneth Volentine announces that on Thursday, August 21, the Metro Narcotics Task Force, along with the Louisiana State Police, Bienville Parish Sheriff's Office, and the U.S. Drug Administration-Shreveport office concluded an investigation into the distribution of large quantities of crack cocaine in Claiborne Parish. This investigation led to the arrest of Darrell West and Greg Shelton, both of Homer. The arrest took place on Hwy. 9 between Homer and Athens. West and Shelton were detained in Claiborne Parish until Friday, August 22 when they were transferred to Federal Court for first appearance on charges of possession of crack cocaine over 100 grams and conspiracy to distribute crack cocaine. The investigation that led to the arrest of the two subjects was initiated after information was received from the Bienville Parish Sheriff's Office. Further investigation after the arrest led to the seizure of additional controlled dangerous substances from the residence of West in the town of Homer. West and Shelton are currently being held by U.S. Marshal's Service at the Bossier Detention Center in Bossier Parish.

 

Haynesville Officers Foil Apparent Drug Sale 
During the early morning hours of Saturday, August 23, Haynesville police officers Jason Branch and John Barnett observed an individual in the parking lot of The Oasis on Hwy. 79 who appeared to be attempting to sell a bag containing a green leafy substance believed by the officers to be marijuana. Aldo Fonticilla, Jr. 20, of Miami, Florida later admitted to the officers he had been trying to sell marijuana and some prescription pills, Adderall, in order to raise enough funds to return to his home in Florida. Fonticilla was arrested on charges of possession of Schedule I and II narcotics with the intent to distribute. If convicted, he could face a sentence of 2 to 30 years and/or fine.

Students must take the TABE test prior to enrollment. Tests are given at the Homer campus every Wednesday at 8 AM.   • Pupil Progression Draft Plan Available For View At School Board - Claiborne Parish School Board will revise and adopt the Pupil Progression Plan at its regular meeting on August 7, 2003. This plan sets local policy for promotion, retention, and testing of students in the Parish Schools. A draft plan will be available for public view and comments in the Claiborne Parish School Board office at 415 East Main in Homer during regular business hours. 
     
  • Money Available for New or Expanding Businesses in Homer - The Homer Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible. These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Homer. Loan preferences will be made on the basis of job creation.   • Friends Of Claiborne Parish Library Conducting Membership Drive - Friends of the Claiborne Parish Library are conducting their annual membership drive.   • Big Dog Ultra Trail Run Set For Sat. Nov. 29 At Claiborne State Park - The Big Dog Ultra Trail Run will be held Saturday, November 29 at the Lake Claiborne State Park. Race distances are 50k, 20 miles, 13.1 miles, and 4 miles. Start time is 8 AM. Entry fees are $20 for 4M, $30 for 13.1/20M, ad $35 for 50K if paid by November 15.   • Smoke Detectors For The Elderly Offered through TRIAD - TRIAD of Claiborne wants all seniors age 65 and above, to have a smoke detector. You may also qualify if you're disabled. Having a smoke detector can mean the difference of life or death. Smoke detectors are available without charge. If you don't have a smoke detector, call 927-2011. 
     
  • Materials Needed For Dollmaking Activities - First Tuesday Each Month The ladies who meet the first Tuesday each month from 9 AM until 2 PM at the Homer Church of Christ Annex Building on West Main (Hwy. 79) to make dolls, teddy bears, and doll quilts for Christmas gifts for needy children in the area and state are in need of more ribbons, lace and stuffing. They also need solid color lining fabric for use on doll quilts. Kay Lowery said they could also welcome anyone who would like to come join their group and help make the dolls.
