Water, Groundwater Issues Discussed By Jury

Chairman Bobby Joslin asked the Claiborne Parish Police Jury to consider reappointing Alice Stewart, Roger Pemberton, and Maurice Wilson to the Claiborne Parish Watershed District Commission at their meeting on August 7 and reported on the annual dam inspection. Vice-Chairman Alice Stewart invited jurors to attend the next meeting of the Commission on August 21. She said the Commission would be discussing how to improve sharing information with the Jury. She said, "Our working together effectively has become critical." The State has set up a structure for managing all groundwater and is now deciding how to manage surface water. We must show effective public mechanisms at the local level if we wish to continue to have control over parish waters. Stewart said candidates for sheriff have also been invited to the meeting to share their views on how they plan to work to enforce parish ordinances.

Student Attendance Stressed At Board Meeting

Students Can Lose Driver's License If Suspended, Expelled, Or Placed In Alternative School

Truant Officer Mike Blackwelder reported on new state law that will affect students, attendance, and driver's licenses at the regular meeting of the Claiborne Parish School Board on Thursday, August 7. Blackwelder told the Board, "I can't stress enough the importance of regular school attendance, especially now. Poor attendance not only affects the child involved, but also our schools and school system, and ultimately, our society." Each student's daily average attendance is now a factor in determining a school's performance score. According to La. Rev. Statute 17:221, every parent, tutor or other person residing in Louisiana with control over a child between the age of 7 and 18 shall send that child to a public or private day school unless he or she graduates prior to their 18th birthday. They shall also assure the attendance of the child during regular hours established by the school board. Whoever violates this provision shall be fined not more than $250, or imprisoned not more than 30 days, or both. Supervisors of Child Welfare and Attendance with approval of superintendent shall file proceedings in court to enforce this law. Blackwelder said the average attendance rate last year at the highest performing school was 96.8 percent, the lowest school was 89.8 percent and the overall parish average was 95 percent. New laws passed by the Legislature this summer include Act 732 which states students between ages 15-18 who are expelled or suspended from school or assigned to alternative school for 10 or more consecutive days will have their driver's license suspended for one year. School officials are to notify the motor vehicle office. After six months, the school principal can, at their discretion, request reinstatement of the license if the student has displayed exemplary behavior.

Town Receives Emergency Grant

The Town of Homer was recently awarded an Emergency Grant for $15,000 thanks to help from the office of Senator Robert Barham and State Representative Rick Gallot. A resolution to accept the grant was brought before Mayor Huey Dean and the Town Council, and was passed unanimously. American Wastewater Management, which operates the Town's Wastewater Treatment Plant will use the funds to partially fund renovation of the facility. According to AWM General Manager Marios Papadopoulos, "These renovations will ensure the facility maintains permit compliance and that the Town will continue to receive continuous essential service in a reliable and high quality manner."

Passenger Escapes Injury For Second Time

Charles Morgan, 19, of Haynesville, received a severe laceration to the head when the 1999 GMC Sonoma pickup he was driving collided with a 1990 Mac 18-wheel truck about 8:40 AM Monday, August 4. Jimmy Hudman, 42, of Waldo, Arkansas was driver of the 18-wheeler registered to Storey Oil and Gas, Inc. of Magnolia and was turning onto a dirt road off La. 808 about 3-1/2 miles north of Haynesville headed to an oilfield location. He was pulling a flatbed trailer loaded with a large mud tank used for fluids. Hudman and passenger Dewayne Thomas, 36, were not injured. Morgan was taking passenger Tony Ellerbe, 16, of Haynesville to football practice when the Sonoma rounded a slightly sloped curve on La. 808 to find an 18-wheeler making a left hand turn just ahead in the roadway. Morgan was traveling 55-60 mph in the curve with a suggested speed of 35 mph. He swerved to the left but was unable to avoid hitting the big rig, tearing part of the upper portion of the door facing away. The pickup then left the roadway to the left, traveled 60 feet on the westbound shoulder area, reentered the roadway and traveled another 28 feet on the eastbound shoulder. The vehicle collided with a tree, continued another 26 feet, hit a second tree, continued another 30 feet then hit a third tree bringing the vehicle to a stop in a heavily wooded area. Morgan and Ellerbe were transported by Claiborne Ambulance to Homer Memorial Hospital. Morgan was admitted and treated for severe laceration to the head. Ellerbe was treated and released. Hudman was cited for improper turning. When making a turn within 500 feet of a curve, a turn must be made within safe conditions and with consideration of the close proximity of the upcoming curve. Morgan was charged with driving too fast for the condition of the curve and for not wearing a seatbelt. This was second time Ellerbe was involved in an accident on the way to football practice. One year, on August 6, 2002, Ellerbe was a passenger in a vehicle with two other young men headed to football practice at Haynesville High. One of the passengers, Jeremy Bilberry, was killed when the vehicle they were riding in failed to negotiate a curve and overturned several time. None were wearing seat belts.

Metro Makes Arrest For Cocaine Distribution

The Metro Narcotics Task Force, Louisiana State Police, and Claiborne Parish Sheriff's Office concluded an eight-month long investigation into the distribution of crack cocaine in the Franklin Estates area located in eastern Claiborne Parish. Aretha Kemp, 34, of Lisbon was arrested Thursday, August 7 on two warrants of Distribution of Cocaine, Schedule II narcotics. According to agent James Spillers, the investigation is continuing and further charges are expected against Kemp. Spillers stated the assistance of the Louisiana State Police North District Narcotics of Shreveport was very helpful due to the manpower shortage and budget restraints in Claiborne Parish. Spillers said anyone with information on the illegal sale, use, or distribution of drugs is asked to contact the Claiborne Parish Sheriff's Office at 927-2011. Within the next two weeks, Metro Narcotics will publicize their new phone number. Information will be kept confidential. A reward can be given if information leads to an arrest and/or conviction.

Vision For Parish Includes Lakes, Recreation, Tourists, Retirees

"Retirees are the cleanest industry we can attract," according to Dr. Nelson Philpot. "The average retired couple brings more than $54,000 to the parish each year." After that turns over, they will add more than $81,000 to the economy, most spent locally. At the first of five public meetings to be held over the next six weeks, Philpot presented an outline of the strategic plan for Claiborne Parish, "Vision for a Better Tomorrow," to about fifty people who attended the meeting held at the Claiborne Parish Fair Barn on Monday, June 16. He said the centerpiece of the plan is water resources, recreation, tourism, retirees, and the timber and poultry industry. Philpot said, "Our goal is to facilitate discussion and we need everyone involved." The Visions book includes 80 recommendations for a parishwide strategic plan, the first 25 are prioritized, although some of the ideas will never be implemented. Among the list of assets in Claiborne Parish are its water resources which include the potential for several new lakes. Work is already underway in Webster Parish to expand the lake over the Sparta Aquifer recharge area in the west part of Claiborne Parish. This lake would not only ease the stress on the Aquifer, but could provide opportunities for retirees and recreation. The Final meeting will be held at Homer High School on Monday, August 18. Meeting to begin at 7 PM and will include a Power Point presentation of the Strategic Plan followed by a question and answer session. New Postmaster Takes Over At Homer

Karen M. Collins took over the reins of the Homer Post Office on Monday, August 4. She replaces former postmaster Jerry Abercrombie who transferred to the Ruston Post Office on May 14. Serving in the interim was Greg Young, who returned to the Blanchard Post Office August 5.
Collins has over 20 years experience with the U.S. Postal Service. Prior to her assignment in Homer, Collins had served as Labor Relations Specialist at the Shreveport Post Office for the past seven years. Collins and her husband, William A. "Bill" Collins, are originally from West Monroe. They and son, Will Cody, plan to relocate to the area.

This declaration signifies a willingness to serve and a belief that service on the Police Jury is a worthwhile community service. Elections are a time for decisions. I can decide to run, but only the voters can decide who represents District 9. Whatever the voters may decide, I will remain appreciative for the last two years and the opportunity to represent District 9. Two years of working with the citizens of the district, has confirmed my belief that we are blessed with well-informed and responsible voters. Close Encounter With The Planet Mars

No One Alive Today Will Ever See This Again

Never again in our lifetime will the Red Planet look so spectacular! This month and next, Earth is catching up with Mars, an encounter that will culminate in the closest approach between the two planets in recorded history. The next time Mars may come this close is in 2287. Due to the way Jupiter's gravity tugs on Mars and perturbs its orbit, astronomers can only be certain that
Mars has not come this close to Earth in the last 5,000 years but it may be as long as 60,000 years. The encounter will culminate on August 27th when Mars comes to within 34,649,589 miles and will be (next to the moon) the brightest object in the night sky. It will attain a magnitude of -2.9 and will appear 25.11 arc seconds wide. At a modest 75-power magnification Mars will look as large as the full moon to the naked eye. Mars will be easy to spot. At the beginning of August, Mars will rise in the east at 10 p.m. and reach its azimuth at about 3 a.m. But by the end of August when the two planets are closest, Mars will rise at nightfall and reach its highest point in the sky at 12:30 a.m. That's pretty convenient when it comes to seeing something that no human has seen in recorded history. So, mark your calendar at the beginning of August to see Mars grow progressively brighter and brighter throughout the month. No one alive today will ever see this again.

The Herbert S. Ford Museum - Louisiana Purchase Exhibit -
An Exhibit exploring the impact of the Louisiana Purchase on north-central Louisiana will be featured in the Herbert S. Ford Memorial Museum, located in the former Hotel Claiborne. The exhibit examines the culture of Native Americans who first inhabited the area. The museum houses a remarkable collection of artifacts reflecting the life, culture and society of North Louisiana Hill Country.

High School Students Can Get Dual Credit At NWLTC In Homer -
Any high school student, age 16 or older, can sign up for classes at Northwest Louisiana Technical College for afternoon or evening classes. They can earn high school and college credit at the same time. High school students presently enrolled and attending classes are eligible for tuition exemption. Students must take the TABE test prior to enrollment. Tests are given at the Homer campus every Wednesday at 8 AM. Money Available for New or Expanding Businesses in Homer -
The Homer Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible.
These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Homer. Loan preferences will be made on the basis of job creation. The picnic for the Homer Golden Raiders Senior Club originally scheduled for August 9 at the Mayfield Park has been rescheduled for Saturday, September 13 from 9 AM to 12 noon. Area coordinator Joe Etta Williams would like to thank you for your cooperation and consideration.

Materials Needed For Dollmaking Activities -
First Tuesday Each Month
The ladies who meet the first Tuesday each month from 9 AM until 2 PM at the Homer Church of Christ Annex Building on West Main (Hwy. 79) to make dolls, teddy bears, and doll quilts for Christmas gifts for needy children in the area and state are in need of more ribbons, lace and stuffing. They also need solid color lining fabric for use on doll quilts. Kay Lowery said they could also welcome anyone who would like to come join their group and help make the dolls. Deadline for Advertisements and News Copy is Tuesday at 12 Noon. Weddings and Engagements must be turned in for publication on the Friday prior to the desired publication date. Photographs must be in the newspaper office by 4 p.m. Friday, a $10.00 charge is placed on all photographs. All "Letter to the Editor" must be signed.
