Police Jury Approves Calling Election For Sales Tax

Loy Weaver, president of the Claiborne Economic Development Board (CEDB), addressed the Claiborne Parish Police Jury at their work session on Wednesday, April 9 and asked them to adopt a resolution to levy a sales and use tax of one-fourth of one percent for a period of ten years. The Sales Tax Proposition being proposed simply states that "proceeds thereof to be administered by the Claiborne Parish Economic Board to assist, encourage, and promote economic and community development in the parish." Weaver said the Jury appoints the members to the CEDB, but they have no source of funding to accomplish the objectives which have been set forth in the booklet "Visions for a Better Tomorrow" prepared by committees headed up by Dr. Nelson Philpot. Juror Jerry Adkins asked what happened to the plan to educate the community on the plan set forth in the "Vision" booklet. He said he would like to sit down with the Industrial Board and talk about the priorities. You can't possibly do everything outlined in the "Vision" book. Although he found almost universal acceptance to a second lake, there are other sections he didn't like in the book. Also he said it is difficult to explain a plan when you don't fully understand it yourself.

Claiborne Schools No. 1 Growth In State, Teachers Credited

School Superintendent Gary Jones informed School Board members at their regular meeting April 10, the District Accountability Results released earlier that day showed Claiborne Parish Schools were at the top in the State in target growth in grades K-8 during the 2001-2002 school year. Jones said he was already getting calls, wanting to know how they did it. Technology Supervisor Janet Holland said scores were based on a combination of LEAP and IOWA test scores which make up about 90 percent, the number of certified teachers, and dropout rates. The results showed Claiborne Parish grew 5.9 points in 2002, the most growth by any school district in the State. Claiborne Parish scores went from 62.9 to 68.8, while the State's score remained unchanged at 80.8. The Parish now ranks 54 of the 66 Districts, up from the rank of 58 in 2001. Several Pre-K students demonstrated their reading skills for School Board members. Teacher Kathy Johnston showed how four-year-olds were learning to read at Homer Elementary under the new Direct Instruction program instituted last year. Superintendent Jones said this is a great program and it is getting great results. When asked what the secret was for the great District Accountability Scores, Jones said simply it was the teachers. "You can put in all the programs that you want, but programs don't teach kids. Teachers teach kids."

Wildlife And Fisheries Investigate Drowning Death Of Homer Man

The Claiborne Parish Sheriff's Office was called to the scene of a drowning in D'Arbonne Creek approximately one-third mile south of La. 2 on La. 9 about 5:27 PM Sunday, April 13. AMR units and divers were immediately dispatched to the scene. At approximately 5:50 PM, Claiborne Ambulance personnel recovered 26-year-old Lamar Deandre Ball from the water approximately five feet west of the D'Arbonne Creek Bridge and ten foot south of the north bank. He was immediately transported to Homer Memorial Hospital where he was pronounced dead by Claiborne Parish Coroner Dr. D. K. Haynes. The boat was found on the north side of the creek, approximately 80 feet east of the bridge.The Claiborne Parish Sheriff's Office notified Louisiana Depart-ment of Wildlife and Fisheries of the accident. Agents Mike Kelly and Kenny Balkom took charge of the investigation. Their investigation revealed Ball, Jarmarcion Hardwell, 10, and Milton Hamilton, 46, all of Homer, were in the process of boarding the pirogue with lawn chairs to go fishing, when as one of the subjects was boarding the boat, Ball fell out. Hamilton attempted to rescue Ball but was unable to. The investigation is continuing, but Balkom said it appeared to be an unfortunate accident.

Homer Housing Authority Executive Director Fired

Homer Housing Authority Executive Director Sonja Hamilton was placed on administrative leave Friday, April 11, then fired on Monday, April 14, following a meeting of the Executive Board of the HHA. Board member James Ridley said Hamilton was let go for falsifying documents, in particular, bank statements. According to Homer Police Chief Rodney Hollenshead, his office was called Friday morning, April 11 to investigate a burglary at the Housing Authority office at 329 Oil Mill Street. Officer Russell Mills found the two front offices had been ransacked and chairs in the board room had been cut with a sharp object sometime between 4:30 PM, April 10 and 7:30 AM, April 11. It appeared nothing had been taken as there were still three computers, one television, one radio/CD player, and $100 in cash in the office. Mills noted there was no forced entry into the building and no locked files or drawers had been forced open, however, he was informed that one employee had forced open a locked filing cabinet in Hamilton's office to see if anything had been removed. Mills also discovered a knife in a knife rack with some green wire insulation, along with a grounding arc on the blade. Hamilton was appointed Executive Director in February 2001 after then Director Kerry L. Sims entered a guilty plea to charges of theft from the agency totaling $86,488.15. Sims, 39 at the time, was later sentenced to one year and one day in prison, followed by three years supervised probation, then ordered to pay restitution. At that time, the Board ignored advice not to hire Hamilton. Ridley said the HHA Board has contracted with accountant William Friday of Austin, Texas who works with HUD to help agencies when they are in trouble. Friday was recommended by Dan Strange, with
Solution Alliance of Dallas. He spent his first day on the job Tuesday, April 15 and Ridley said he could be here a week or as long as three months. The Board will continue to employ Friday until they are able to determine what, if anything is missing. At that point, they will consider advertising for the position. Hollenshead said he has turned over the investigation into the burglary to the Louisiana State Police.

Homer Elementary Students Join Shreveport Opera Cast, "Why Dinosaurs Don't Smoke"

The Shreveport Opera Express brought some of the fine arts to Claiborne Parish last week with the traveling performance of "Why Dinosaurs Don't Smoke." Homer Elementary Principal Patrice Lee said the performance was made possible with a grant through the 8G Instructional Enhancement Through Arts Program. Music Teacher Arnese Brass was given the musical score in advance and worked with students to prepare them for two performances. Students in grades 1-4 from Homer and Haynesville Elementary, Athens and Pineview were transported to Homer High to view the musical. Lee and Brass agreed this was an unusual treat for students who normally would never have the opportunity to attend such an event. The Children's Opera was written by Susan M. Yankee and was loosely based on the Cinderella story. Milagros Cruz of New York played the part of Prettyella who lived with her Aunt Prunella and Cousin Gertrude, both played by Christine Edmundson of New Orleans. Both girls vied for the affection of the Dinosaur Prince Rex, played by Thomas Irwin of New Orleans. Music Director and accompanist was Marc-Andre Bougie.

David Dietzel (First United Methodist) and John 20:1-18 by Rev. Robert McGaha (First Pentecostal), prayer by Dr. James Simeon (First Baptist), and several hymns by Theresa Booth and Mary Barrington.

The event which recognizes the role prayer has played in the lives of individual Americans, and the United States as a whole is sponsored by the Homer Ministerial Alliance and the Trinity Bible Study Group. The Proclamation encourages area citizens to join together on the Square to earnestly pray for our Nation, State, and Town, to ask God's light will illuminate the
minds and hearts of our people and our leaders, so they may meet the challenges that lie ahead with courage, wisdom and justice. Following the welcome by Mayor Dean and introduction by Dr. John Markley, prayers will be offered by Rev. Bettie Archie, Dr. James Simeon, Rev. Rusty Gilbert, Rev. Robert McGaha, Rev. David Dietzel, Rev. Bentley Massingill, and Rev. John McClelland. Theresa Booth will sing the National Anthem, Charlie Buford will sing "America the Beautiful", and Christy Crowder will sing "God Bless America". All are encouraged to join us in prayer.

The South Arkansas Couples Classic golf tournament is scheduled May 3 and 4 at the El Dorado Golf & Country Club. The tournament format is a couples scramble. Money Available for New or Expanding Businesses in Homer -
The Homer Chamber of Commerce now has monies to lend through the Revolving Loan Program. Anyone who is interested in starting a business or enlarging an existing business within an eight mile radius of Homer may be eligible.
These funds were received from the USDA Rural Business Enterprise Grant Program to assist small businesses and provide for jobs in Homer. Loan preferences will be made on the basis of job creation. Haynesville Elementary School Sponsoring Book Fair -
Haynesville Elementary School will be sponsoring a book fair from Monday, April 28 through Friday, May 2, 2003. This is a wonderful opportunity for our students to see a variety of books and to purchase some for their personal library. Reading is fundamental to learning, so we encourage participation in this worthwhile event. We also welcome parents to come view this wide selection of books at our book fair.

The Pinehill Water System will hold their monthly meeting at Claiborne Manor Nursing Home Monday, April 21, 6 PM.

Police Jury Collecting Old Tires Without Rims -
The Police Jury is now collecting old tires without rims at their barn location at 4070 Hwy. 79 South, next to Ludlow. The site has been approved by the La. Department of Environmental Quality for a collection sit for old tires. The Police Jury will not accept tires unless the rim has been removed. Tires with rims will be rejected. Residents can drop off their waste tires during regular working hours Monday-Friday. For more information, call the Police Jury office at 927.2222.

Northwest La. Technical College, Homer Sets New Time For Tests -
Northwest Louisiana Technical College, Homer Campus are announcing a new testing time for entrance beginning April 30, 2003. Tests will be given every Wednesday at 8 AM. If you have questions, call the Homer Campus at 927-2034.

The Haynesville Study Club will meet Wednesday, May 7 in the home of June Coltharp with Juanita Garrett serving as co-hostess. Sandra Hines will review The Quilter's Apprentice by Jennifer Chiaverini. The short topic will be presented by Meredith Lawless. All are encouraged to attend.

Deadline for Advertisements and News Copy is Tuesday at 12 Noon. Weddings and Engagements must be turned in for publication on the Friday prior to the desired publication date. Photographs must be in the newspaper office by 4 p.m. Friday, a $10.00 charge is placed on all photographs. All "Letter to the Editor" must be signed.
