• Louisiana Has The Highest State Inmate Population Per Capita In The United States. The Cost To House Some 36,000 Inmates Is Over $600 Million--Double The $300 Million Just Five Years Ago.
The Louisiana State Senate overwhelmingly approved a measure to reform the state’s corrections system, a measure Senate President John Hainkel calls the most momentous piece of legislation lawmakers will consider this year, Senate Bill 239 by District 34 State Senator Charles Jones details major changes in current state law that mandates minimum prison sentences for certain non-violent, victimless crimes; reduces possible jail time for certain “low-level” drug offenses; revises the state’s habitual offender law to remove non-violent crimes from the “three strikes and you get life” law; and sets up a special panel to review and make recommendations to the state’s pardon and parole boards on the release of inmates now serving 20 years or more for certain non-violent offenses.

Senator Cain Works To Keep Sparta Amendment In Water Policy Bill 965
By Susan T. Herring,
Senator Cain urges citizens to call their legislator immediately and tell them to support keeping the Sparta Aquifer amendment on Hoyt-Daniels Senate Bill 965. Representative Rick Gallot can be reached on the floor by calling (225) 342-6945.
Senator James David Cain said his Senate Bill failed to make it out of committee. He faced a good bit of opposition, but his Bill would have immediately stopped water from going to Texas and would have immediately stopped merchant power plants from drawing more than a million gallons of water per day from our groundwater. His Bill would have also put local people on the board. Cain said there is only one bill left that addresses a state water policy, Hoyt and Daniels Senate Bill 965. This Bill will give legislators more time to study the issue before passing a Statewide Water Policy. Cain said, “We can’t do this forever. Eventually they are going to have to bite the bullet.”

LHA Asks Citizens To Contact Legislators To Oppose HB 1632
The Louisiana Hospital Association is asking citizeens to call their State Representative and urge them to oppose House Bill 1632 by Rep. Ansardi, stating the Bill has momentum and is a seriouc threat to the way we conduct business in Louisiana. Current law provides that if a hospital successfully obtains an assignment from a patient, and EVEN IF the insurer should pay the patient instead of the hospital, they still are required to pay the hospital. Legislators should not be negotiating on behalf of health plans by providing the plans with more leverage against providers, and simultaneously hurting the consumers. The Bill will come up sometime this week, so please call your legislator immediately! Rep. Rick Gallot can be reached on the floor at (225) 342-6945.
