EPA Seeks $27,500 Fine After Town Receives New Wastewater Permit
- Town Council Considers Raising Water Rates

The Homer Town Council met Tuesday, February 22 to discuss the status on the USDA grant, the Homer by-pass, the new wastewater permit, the assessment of a $27,500 fine by the EPA for past violations, and the possibility of raising water rates to generate needed monies in the enterprise fund.

Findings Released On Homer Hospital Scholarship Program

On February 23, State Legislative Auditor Daniel G. Kyle released a report to Homer Mayor David Aubrey concerning the investigation into complaints received about the recently suspended Medical Scholarship Program at Homer Memorial Hospital. In his formal response, Aubrey stated, "Many of the decisions cited in this report go back many years, to the early 1990's, and have no reflection on existing officials of the Town of Homer nor Homer Memorial Hospital." |
In a close vote, the Homer Town Council voted Monday, March 6 to hire Eugene Clark as Public Works Director at a salary of $34,500 plus $200 monthly travel expenses. Clark was the recommendation of the Public Works Applicants Review Committee appointed last December--Patricia Jenkins, Linda Dean, Jessie T. Jones, Pete Pearson, and Ed Foster. After reviewing applications and conducting interviews the list was narrowed to three candidates--John Monk, Jerry Whitman, and Clark. |
Linda Welch, Executive Director of Rural Hospital Coalition, Inc., and Donald L. Kannady, Administrator of Bunkie General Hospital, attended a press conference at Homer Memorial Hospital Tuesday, March 7 to discuss proposed Medicaid budget cuts and how they will affect rural healthcare. |
Officials from the Governor's Office of Rural Development were in Homer Thursday, March 2 to do a S.W.O.T. analysis as part of the Louisiana Small Town Program. A number of residents who attended the meeting were asked to list Homer's strengths, weaknesses, opportunities, and threats. |
Residents Could Face Charges For Fires That Get Out Of Control

Homer Fire Chief Dennis Butcher said all but a couple of the multiple calls answered last week throughout the parish were due to uncontrolled outside burning. One call received at 1:30 PM Wednesday, March 1 on Pelican Cove Road resulted in the loss of a Chevy van and an out building when the fire got out of control. |

Former Homer Resident Arrested In Texas For Shooting Son
Former Homer resident Edith McCleskey was arrested Thursday, March 2 at her Shelbyville, Texas residence after she allegedly shot her 3-year-old son Rebel at close range with a 12 gauge shot gun. McCleskey had lost custody of her son earlier that week but plans to turn over custody on Friday was delayed because of her grandmother's funeral on Saturday. |

- Medical Academy At Homer High Holds Blood Drive
- The Homer High School Medical Academy is sponsoring a blood drive Friday, March 10 from 8:30 AM-1:00 PM at the Homer High School auditorium. Each pint of blood can save up to four lives and only takes a few minutes. Donors must be 17, weigh at least 110 lbs. and have eaten a good breakfast that morning. Each donor will receive a T-shirt.
- Lake Claiborne Park Hosts "Attracting Hummingbirds"
- On Saturday March 11 from 7-8 PM, the park naturalist at Lake Claiborne State Park will teach visitors how to identify and attract hummingbirds. Hummingbird biology and the habitats of this unique species will also be discussed. For more info call 1-888-677-2524 toll free or 927-2976 locally.
- American Cancer Society's St. Paddy's Day Patty Drop
- The Claiborne Parish Relay For Life will hold a St. Paddy's Day Patty (cow patty) Drop March 18 from 10 AM-2 PM on the Homer High practice football field. Individuals may purchase one of 200 numbered blocks for $50. If the Relay cow drops a "Patty" on your block, you win 50% of total ticket sales. Teams are needed to make and sell concessions that day. - Boy Scouts, Cub Scouts To Hold Annual Clothing Drive
- Troop 7 Cub Scouts will be placing Good Will bags out Saturday, March 11. Boy Scouts from Troop 72 will pick up the filled bags on Saturday, March 18 beginning at 8:30 AM, not 9 AM. Bags will be taken to the local clothing bank, Clothes, Etc., located on the Courthouse Square in Homer. - Ludlow Team Holds BBQ For Relay For Life
- The American Cancer Society's Relay for Life Team for Ludlow will be selling $5 BBQ plates on Saturday, March 11 from 11:30 AM--1 PM at First Guaranty Bank in the McLemore Shopping Center. Plates include chicken leg quarters, beans, potato salad and cake--all homemade.
- Cross Disability Group To Meet At Council On Aging
- Kevin Rambin will discuss "Living Independently With Disability" at the regular meeting of the Cross Disability Support Group on Wednesday, March 15 at noon at the Claiborne Council on Aging. - Homer Girls Track Team To Sell Spaghetti Plates Sunday
- Chicken spaghetti plates will be sold Sunday March 12 at the Homer High School Cafeteria. Dine-in or carry-out plates will be available from 11:30 AM - 1:30 PM. Plates are $4 and include chicken spaghetti, crackers, salad, dessert and tea. Please come by after church and support the Homer High Girls Track Team.

- Relay For Life Remembers And Honors Cancer Patients
- At 9 PM Friday, April 7 a special candle lighting ceremony will be held to remember persons who have been affected by cancer during the American Cancer Society's Relay For Life to be held at the Homer High School Track from 6 PM - 6 AM. Luminaries purchased for $10 to honor or memorialize a cancer patient will be lighted and placed around the perimeter of the track. - CLED Participants To Meet Tuesday, March 21 At 7 PM
- All CLED participants will meet Tuesday, March 21 at Homer City Hall at 7 PM for an ongoing discussion of the area's four top priorities agreed upon during the ten week seminar held between September and November of 1999. Participants who attended an open forum on October 26 identified a number of critical issues they felt needed to be addressed in our parish. The top four priority needs were 1) improve the educational school system, 2) drugs, 3) more and better jobs, and 4) improving community leadership. Tourism tied with number four but was addressed under the jobs category.
- Title I Parent Center Open Tuesdays And Thursdays
- The Title I Parent Center at 418 East Main is open Tuesdays and Thursdays from 3-5 PM across from the School Board office. Pre-K to 6th grade students who are accompanied by a parent or adult will receive free staff assistance in homework, remediation, preparation for the LEAP or IOWA Tests, and computer assisted instruction. - TRIAD of Claiborne wants all seniors age 65 and above to have a smoke detector. You may also qualify if you're disabled. Having a smoke detector can mean the difference of life or death. - The Trailblazer Rural Development Institute is currently evaluating community interest in the continuation of the recycling program. - Trailblazers Seeking Persons For Recycling Committee
- The Trailblazer Rural Development Institute of Ruston is looking for interested persons to serve on a citizens committee to develop a long range plan for a recycling program in this area. Committee members will develop a plan of action for recycling, fundraising, networking, and marketing the recycling concept in this area.
