State Police Arrest Insurance Agent In Haynesville
Louisiana State Police And Insurance Commissioner Jim Brown Are Urging Persons Who Had Insurance With Rupert's Insurance Service In Haynesville To Call The Department Of Insurance At 1-800-259-5300.

Following a two month investigation into complaints received by the Insurance Commissioner's Office, the Louisiana State Police arrested insurance agent Linda H. Rupert, 48, of Haynesville on Monday, February 21 and charged her with misappropriation of insurance premiums, felony theft, selling insurance without a license, and filing false public documents.

Bossier Parish Community College Chancellor Tom Carleton commended Mayor David Aubrey for his efforts to bring education to Claiborne Parish and agreed that education would change not only this parish, but the entire state.
Dubach Woman Dies After Being Shot Outside Club Near Summerfield

Thelma P. Graham, 24, of Dubach died at the LSU Hospital in Shreveport early Sunday morning after being airlifted from the High Chaparral Club five miles west of Summerfield on Alt. 2. Graham was shot in the head about 1:20 AM February 20 just outside the club. A former boyfriend, Quintin Lee Douglas, 29, of Dubach was arrested and charged with manslaughter. No bond has been set.

Superintendent Gary Jones Said Students In The 4th And 8th Grades Who Do Not Pass The Leap Tests In March Will Not Be Promoted. The Will Get A Second Chance With Summer Remediation Classes In June And Then Will Be Re-Tested The First Of July.

Prior to the regular meeting of the Claiborne Parish School Board on February 17, Superintendent Gary Jones informed board members of the consequences and the expectations of the new high stakes testing. Jones said two concerns were costs for teachers, transportation and meals for the summer remediation program and the time allowed.
New Billboard To Invite Motorists To "Visit Beautiful Historic Homer"

Joey White presented members of the Tourism Committee a proposed layout for the new billboard to be placed on I-20. Claiborne Electric is sponsoring the billboard, which will include a section for current events to be changed periodically throughout the year. White said although the agreement was for two billboards, only one site had been located.

Forum Gives Residents Opportunity To Meet District Judge Candidates
Claiborne Parish Residents Will Vote On "Two" Judges On March 14
Candidates for District Judge will attend a public forum Thursday, February 24 at Homer City Hall beginning at 5 PM. Two of the three judges in the 2nd District who are retiring are Judge Leon Whitten in Division B and Judge Robert Butler in Division C. Three judges in the 2nd District serve the parishes of Bienville, Claiborne, and Jackson. Claiborne Parish residents will vote for two judges on March 14.

- St. Jude Benefit Concert Scheduled Saturday, Feb. 26
- St. Jude Children's Research Hospital Benefit Concert featuring bluegrass, country, and gospel will be held at the Homer High School auditorium on Saturday February 26 at 6:30 PM. Tickets are available for $5 at Keith's Food Mart and Homer High School. Other contributions are appreciated.
- Mt. Olive Christian School Kindergarten Roundup
- Mt. Olive Christian School will hold kindergarten roundup on Tuesday, March 7 from 8:30 AM to 10:30 AM on the main school campus in Athens. - Homer High Selling $20 Baseball Season Tickets
- Season tickets for Homer High Baseball are now on sale for $20 at the Homer High School office. A season ticket will admit one to nine home games and the tournament.

- The American Legion Post #73 will meet at the Claiborne Parish Library on Thursday, February 24 at 7 PM.
- Legion Auxiliary Unit To Meet Monday, February 28
- The Legion Auxiliary Unit will meet Monday, Feb. 28 at 5:30 PM at the Claiborne Parish Library.
- Pineview High School Holds Black History Program
- The public is invited to Pineview High School's Black History Program on February 28 at 9 AM. Guest speaker will be Denene Stringfellow, General Manager of Maxwell's Restaurant-Holiday Inn in Ruston.
- "Miniature Wonders Nature Walk" At Lake Claiborne - Learn about the small and easily overlooked plant, animal and insect life at Lake Claiborne State Park. The Nature Walk will take place on Saturday, March 4 from 9 to 10 AM and participants will have the opportunity to view them up close through hand held lenses. For more information call 927-2976.
- "Kute Kid Kontest" Helps Raise Money For D.A.R.T. - The "Kute Kid Kontest" has extended the dates. Portraits will be taken Wed. March 8 from 1 to 4:30 PM for children up to 5 years old. - Public Forum For Judge Candidates At City Hall Tonight
- The five candidates for District Judge, two in Division B and three in Division C, have been invited to attend a public forum Thursday, February 24 at 5 PM at Homer City Hall. This forum offers voters an opportunity to meet the candidates before they vote on March 14.
- Local Citizens' Input Essential For La. Small Town Program
- The Louisiana Small Town Program wants your ideas and suggestions at an open town meeting rescheduled for Thursday, March 2 at 5 PM at Homer City Hall. Officials from the Governor's Office of Rural Development will discuss future plans for Homer and the immediate surrounding area. To get an accurate picture of the community it is very important to have good representation from all areas, including but not limited to, education, health care, churches, public works, civic organizations, elected officials (local, parish, state), financial institutions, businesses, and others. - Relay For Life Remembers And Honors Cancer Patients
- Relay For Life will hold a meeting Monday, February 28 at 5 PM in the Board Room of the Homer Memorial Hospital. At 9 PM Friday, April 7 a special candle lighting ceremony will be held to remember persons who have been affected by cancer during the American Cancer Society's Relay For Life to be held at the Homer High School Track from 6 PM - 6 AM. Luminaries purchased for $10 to honor or memorialize a cancer patient will be lighted and placed around the perimeter of the track. Send your $10 check to the American Cancer Society, PO Box 748, Haynesville, LA 71038 along with your name, address, phone number, and the name of the cancer patient and whether in honor or in memory.

- On Saturday March 11 from 7-8 PM, the park naturalist at Lake Claiborne State Park will teach visitors how to identify and attract hummingbirds. - Smoke Detectors For The Elderly Offered through TRIAD
- TRIAD of Claiborne wants all seniors age 65 and above to have a smoke detector. You may also qualify if you're disabled. Having a smoke detector can mean the difference of life or death. - Governor's Office To Hold Statewide Forums On Disabilities
- Ten statewide public seminars will be held around the state in March to solicit information from individuals with disabilities and their family members in order to formulate a strategic plan that better meets the needs of individuals with disabilities within the state of Louisiana. These forums will also serve to inform individuals with disabilities and their families about the existence and role of the Governor's Office of Disability Affairs. - Head Start is now recruiting and accepting applications in Claiborne Parish for three, four, and five year-olds born before October 1. Head Start offers many benefits to the child, family and special services for children with special needs. To enroll a child, you must have a certified birth certificate and proof of income. - Homer Memorial Hospital Offers Free Bone Density Screening

Homer Memorial Hospital will offer a free bone density screening Tues. Feb. 29 and Wed. March 1, 10 AM-3 PM. One of every two women past menopause is at risk for osteoporosis. Women over age 55 should call 927-2024 to sign up.
- Claiborne Parish Dixie Baseball Seeking Board Members
- Claiborne Parish Dixie Baseball is seeking nominations for Board Members for the 2000 baseball season. Board members serve three year terms. Anyone wishing to serve can contact Ken Bailey at 927-2011 or 927-9339.
Registration forms have been mailed to all who played in the league last year. Others can register at the Council Chambers on March 2 at 6:30 PM.

- Council On Aging To Offer 55/Alive Mature Driving Course
- The Claiborne Council on Aging and AARP will offer a 55/Alive Mature Driving Course on February 23 and 24 from 12:30 PM until 4:30 PM at the Claiborne Senior Center at 608 East 4th Street. The fee for the course is $10 and the last day to register is February 17. Some insurance companies may provide a discount to graduates of the course. To register, call Joe Etta Williams at 927-6922.
- Mount Olive Christian School To Hold Book Fair
- A Scholastic Book Fair will be held at Mt. Olive Christian School February 22-29. The Book Fair will be at the Middle School from 8 AM to 3 PM.
- Newspaper Recycling Program Stopped Temporarily
- Due to complications with several aspects of collecting newspapers, Trailblazer announced the newspaper recycling program is being temporarily stopped. Persons interested in serving on a citizens committee to address a long range plan for recycling should contact the Trailblazer Office no later than February 29 by calling (318) 255-3554. Committee members will develop a plan for recycling, fundraising, networking, and marketing the recycling concept in this area. Letters of support and program donations should be mailed to P. - Local Musicians Meet Friday Nights At Fire Station - Local musicians are still "pickin' and grinnin" Friday nights in
Homer. From 6 PM till, you will find them "picking and grinning"
from country to bluegrass to gospel at the Homer Fire Station on
West Main. Everyone is welcome!!
- Looking For Adventure? Try The New Scouting Program - Are you interested in high adventure activities? Do you like to rock climb, rappel, hike and tons of other outdoor activities that are limited only by your imagination?
