Two Killed In Separate Vehicle Accidents Over Weekend

The Louisiana State Police investigated two unrelated vehicle accidents in Claiborne Parish this past week. About 6:15 AM Monday, February 7, local resident Jean O'Banion, 49, was killed instantly when her vehicle crossed the center line on the Oilfield Road about one mile west of Homer and collided head-on with a 1989 Ford welding truck driven by Cecil T. Benefield, 56, of Shongaloo. Benefield was not injured. No charges were filed.
Homer Town Council Hears Reports From Auditor, Hospital Administrator
Mayor Aubrey And Town Council Members Encourage Local Principals, Teachers, And Interested Citizens To Write Letters Supporting BPCC And LSUS Offering College Courses In Claiborne Parish. Letters Should Be Mailed To: The Board Of Regents, 150 Third Street, Baton Rouge, LA 70804, Prior To The February 23 Meeting In Baton Rouge.

At the regular meeting of the Homer Town Council February 7, Town Auditor Carlos Martin presented the draft audit for the year ending June 30, 1999. Since Martin had already met and discussed the audit with Mayor David Aubrey, Clerk Lana Pugh, and Treasurer Debra Sarpy, he briefly summarized audit findings with Council members. Martin said the Mayor must now submit a corrective action plan to satisfy the requirements of the State Legislative Auditor.
Homer To Participate In "Louisiana Small Towns Program"
"Community Participation Is The Key To Success"
Larry Kinlaw, Executive Director for the Governor's Office of Rural Development, Told Local Citizens The Benefits Of The Small Town Program Would Include A Vast Number Of Resources And Even Some Financial Incentives, But He Said, "The Key To Its Success Is Community Participation."

On Wednesday, January 27, officials from the Governor's Office of Rural Development were in Homer to discuss the Louisiana Small Towns Program. The Program is a self-help, hands-on program which assists small towns in developing a holistic approach to community and economic development.

- Police Jury To Meet, School Board Meeting Postponed
- The Claiborne Parish Police Jury will meet 10 AM Tuesday, February 9 and Wednesday, February 10.
The Claiborne Parish School Board meeting has been postponed until 7 PM Thursday, February 17 following the work session at 6 PM.
- Pineview PTSA Sponsors Valentine's Ball Feb. 14
- Pineview PTSA is sponsoring a semi-formal Valentine's Ball at Pineview High School for 5th through 12th grade students Mon., Feb. 14 from 7-11 PM. Admission is $2 per person, $3 couples. Security and chaperones will be provided.
- St. Jude Benefit Concert Scheduled Saturday, Feb. 26
- St. Jude Children's Research Hospital Benefit Concert featuring bluegrass, country, and gospel will be held at the Homer High School auditorium on Saturday February 26 at 6:30 PM. Admission is $5. Other contributions will be appreciated.
- U.S. Census Bureau Still Testing For Census 2000 Jobs
- The U.S. Census Bureau is testing for enumerators and crew leaders for the Claiborne Parish area. These jobs range in pay from $7.50 to $12.35 hour with part-time and full-time jobs available.
Testing schedule is as follows:
- Monday, February 7 - Haynesville Town Hall - 10 AM, 1 PM
- Tuesday, February 8 - Homer City Hall - 9 AM and 1 PM.
- Thursday, February 10 - Homer City Hall - 2 PM
- Thursday, February 10 - Zion Freewill Baptist Church - 6 PM

- Homer High Basketball This Week
- Friday, February 11 - Pels play their last regular season against Sibley there. Game time is 6 PM.
- Claiborne Parish Has New Volunteer Archive Coordinator - The
Claiborne Parish Archives at the U.S. GenWeb Project has a new volunteer coordinator...Kelly Priestly of Simsboro. Priestly took over the job on January 24 and has since given the site a new look, as well as adding over eighty new biographies submitted by Gwen Moran-Hernandez.
- Claiborne Academy Selling Yearbooks Jan. 31 to Feb. 18
- Claiborne Academy yearbooks will be on sale January 31 to February 18 for $30 in the office, from elementary teachers, or Mrs. Burns. This year students can personalize their yearbook. For more information, contact a member of the journalism staff.
- EPA Water Regulations, Land Use Control Threatens Rights
- A special meeting has been called for Monday, February 21 at 6 PM in the West Monroe Civic Center at 901 Ridge Avenue, West Monroe. The EPA is proposing to further expand its regulatory authority to include agricultural and forestry operation through federally approved Total Maximum Daily Load (TMDL) implementation programs, presenting a major threat to private landowners, no matter how big or small. If you are interested in uniting with national agricultural and forestry organization to fight these rule changes, you should attend this important meeting. - "Miniature Wonders Nature Walk" At Lake Claiborne
- Learn about the small and easily overlooked plant, animal and insect life at Lake Claiborne State Park. The Nature Walk will take place on Saturday, March 4 from 9 to 10 AM and participants will have the opportunity to view them up close through hand held lenses. For more information call 927-2976.
- Lake Claiborne To Host "Attracting Hummingbirds" March 11
- On Saturday March 11 from 7-8 PM, the park naturalist at Lake Claiborne State Park will teach visitors how to identify and attract hummingbirds. - CPSB Special Education To Destroy Old Records
- Claiborne Parish Special Services (Special Education) will destroy records of students who graduated prior to 1990 and received special education services. Any parent, guardian, or student (must be 18 years old) can claim records by presenting a picture I.D. at the Special Ed office at 500 North 3rd no later than February 18, 2000.

- Local Musicians Meet Friday Nights At Fire Station - Local musicians are still "pickin' and grinnin" Friday nights in
Homer. From 6 PM till, you will find them "picking and grinning"
from country to bluegrass to gospel at the Homer Fire Station on
West Main. Everyone is welcome!!
- Homer Memorial Hospital To Hold Childbirth Classes -
Homer Memorial Hospital is offering "Childbirth Preparation Classes" beginning January 11. Classes are free and are open to anyone wishing to attend, regardless of where they plan to deliver. - Tourism Meeting To Be Held February 16 At 5 PM

- Black Heritage Celebration Set For 7 PM February 19 -
The production entitled "Because I Too Sing America" will be

- Local Citizens' Input Essential For La. Small Town Program
- The Louisiana Small Town Program will be the topic of an open town meeting Thursday, February 24 at 5 PM at Homer City Hall. Officials from the Governor's Office of Rural Development will discuss future plans for Homer. To get an accurate picture of the community it is very important to have good representation from all areas of the town and the immediate surrounding area--including, but not limited to, education, health care, churches, public works, civic organizations, elected officials (local, parish, state), financial institutions, businesses, and others. - Claiborne Parish Dixie Baseball Seeking Board Members
- Claiborne Parish Dixie Baseball is seeking nominations for Board Members for the 2000 baseball season. Board members serve three year terms. Anyone wishing to serve can contact Ken Bailey at 927-2011 or 927-9339. Registration forms have been mailed to all who played in the league last year. Others can register at the Council Chambers on March 2 at 6:30 PM.
- Athens High School To Hold Book Fair February 1-8 - Athens will have a Scholastic Book Fair February 1 through 7
from noon until 3 PM. Admission is free and open to everyone.

- Hospitality Training Planned For February 17 At City Hall - In order to better prepare our community for the increasing
tourism in our state and in Claiborne Parish, the Homer Chamber
of Commerce, Haynesville Chamber of Commerce, and the LSU
AgCenter will offer a one-day seminar entitled "Hospitality
Training." The seminar will be held Thursday, February 17, 2000
at Homer City Hall from 10 AM to 2 PM. The goal of the seminar
is to train front line people, those people that tourists come
in contact with first--to improve their skills and educate them
on the importance of tourism to the local economy.
Business owners are encouraged to enroll their employees and encouraged
to send as many employees as they wish. Cost of the seminar is
$5 and includes lunch. Deadline to sign up is Friday, February
11. Checks should be made payable to Homer Chamber of Commerce.

- Claiborne Council On Aging To Host Free Health Screening
- The Claiborne Council On Aging and Springhill Medical Center will hold a free health screening on Thursday, February 17 from 10-11 AM at the Senior Center qt 608 East 4th Street in Homer. - Council On Aging To Offer 55/Alive Mature Driving Course
- The Claiborne Council on Aging and AARP will offer a 55/Alive Mature Driving Course on February 23 and 24 from 12:30 PM until 4:30 PM at the Claiborne Senior Center at 608 East 4th Street. The fee for the course is $10 and the last day to register is February 17. Some insurance companies may provide a discount to graduates of the course. To register, call Joe Etta Williams at 927-6922.
- "Relay For Life" Meeting Tuesday, Feb. 15 At HMH
- Everyone is encouraged to attend the American Cancer Society's Relay For Life meeting Tuesday, February 15 at 5 PM in the Board Room of Homer Memorial Hospital. The annual spring fund-raiser is scheduled for April 7. For more info, call Gaye Brunson at 927-2024.
- American Cancer Society Kicks Off "Relay For Life"
- The Claiborne Parish Chapter of the American Cancer Society met recently to kick off the Annual Spring Relay for Life. The fund-raiser is tentatively scheduled for April 7, 2000. Anyone may organize a team for the relay. You do not have to be affiliated with a health care organization or have had a personal experience with cancer. 344 Brownie and Junior Girl Scouts of Homer will be taking
orders for girl scout cookies from January 28 to February 12!!

- 4-H Plans Alumni Reunion In Baton Rouge In Year 2000 - The Louisiana 4-H Foundation has planned a 4-H Alumni Reunion to be held in
